The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon’s consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers’ compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombudsmen to help consumers, injured workers, and businesses.
This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.
This position is represented by the Service Employees International Union (SEIU).

This position is eligible for remote work on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here’s what you will do:
As the Student Loan Ombuds, you will:
Receive, review, and attempt to resolve borrowers’ complaints
Compile and analyze consumer complaint data
Analyze the student loan market and state and federal regulatory frameworks and make recommendations for enhancing state regulations
Educate student loan borrowers on their rights and responsibilities, and student loan terms and repayment requirements

Here’s what you need to qualify:
Minimum Qualifications :
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills of the position; AND four years experience coordinating or administering a program
OR
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the position
Required Skills :
5 years experience in higher education and student education loans
Requested Skills :
Knowledge of higher education and student education loans
Ability to communicate effectively, verbally and in writing, with diverse groups of stakeholders including preparation of published reports and delivery of professional presentations to various audiences
Strong research, analytical, problem solving, and collaboration skills
Ability to set realistic priorities in order to complete job duties and be able to complete job duties with minimal direction and oversight
Experience in developing and implementing new programs
