To perform a variety of information systems technical duties including hardware, software and network components maintenance, to provide user support and training functions associated with the City’s computers and network operations; to set up, maintain and troubleshoot client desktop workstations and some network components, wiring and other communication equipment; to develop training programs for computer hardware and software usage; to provide assistance in maintaining the City’s network system; and to perform a variety of technical duties relative to assigned area of responsibility

DISTINGUISHING CHARACTERISTICS
This is the journey level class within the PC Technician series. Employees within this class are
distinguished from the PC Technician I by the performance of the full range of duties and thorough knowledge of the assigned work environment. Employees at this level receive only occasional instruction or assistance as new or unusual work situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions may be filled at the PC Technician I level for training purposes with eligibility to promote to the PC Technician II upon successful completion of the probationary period and demonstration of ability to perform the full spectrum of responsibilities herein
Duties/Responsibilities
The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here:

1. Perform a variety of technical duties in support of hardware and software maintenance, user support, training functions; maintain various network system components and client desktop workstations and communication equipment such as cellular phones, and printers.
2. Create, delete, and modify user accounts on the City’s Active Directory for network access.
3. Troubleshoot and configure various network components.
4. Develop and maintain software applications for office use in data entry, database, spreadsheet, and report generation; troubleshoot user problems.
5. Assess user needs and order PC’s, printers and related equipment; set-up and install software programs and desktop equipment; set up and train users on capabilities of networked printers.
6. Create, delete, and modify user accounts on City’s phone system; work with phone carrier to troubleshoot system problems and/or installation; assist in maintaining cellular phones and other communication devices.
7. Assist users in optimizing their desktop environment; create icons and shortcuts and provide desktop training; assist in restoring or recovering files or corrupted data.
8. Respond to client inquiries concerning systems operation and diagnose system hardware, software and operator problems. Troubleshoot all City hardware and software systems, including specialty software used by departments.
9. Perform low-voltage wiring for network connections.
10. Develop and conduct training programs for client-server applications and programs; instruct users in the proper use of equipment, software and manuals.
11. Assist in maintaining the City’s information technology inventory; monitor hardware, warranty and support information, software programs and licensing compliance. Maintain documentation of the City’s information technology on the IT Sharepoint site.
12. Provide assistance in establishing network hardware and software environment standards.
13. Provide assistance in various information technology projects that impact the user environment; provide user training in new technologies as needed.
14. Set up computer equipment for City presentations and meetings; may reboot servers, perform network system backups, and assist in the maintenance of the City’s website in the absence of the Network Supervisor.
15. Contribute to a positive work environment.
16. Maintain regular, predictable attendance and punctuality.
17. Perform other directly related duties consistent with the role and function of the classification.
Minimum Qualifications
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:
Equivalent to completion of the twelfth grade supplemented by any combination of training, education and experience equivalent to two years college level course work in computer science or a related field.
Experience:
Three years of increasingly responsible experience in the maintenance, installation and upgrading of computer hardware and software applications.

Licenses/Certification:
Must possess a valid driver’s license or have the ability to obtain one prior to job placement. Must be able to pass comprehensive CJIS background investigation.

The physical demands herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform these essential job functions.

Environment: Normal office setting with exposure to computer screens; with extensive travel to and from City facilities.

Mobility: Incumbent may require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time; extensive use of computer keyboard; moderate or light lifting, moving and carrying of equipment up to 50 pounds; bending, stooping, kneeling, crawling.

Vision, Hearing & Communication: Vision sufficient to read small printed documents, computer screens and other documents. Hearing and speech sufficient to communicate in person and over the telephone.

Selection Process

A comprehensive Criminal Justice Information Services (CJIS) background investigation, which will include fingerprinting, will be conducted on the finalist. Generally initial placement is near the beginning of the salary range. Qualifications, including related education, training and experience and other bona fide factors per Oregon’s Pay Equity Act will be considered.

Position Status
This position is full-time and non-exempt from the provisions of the Fair Labor Standards Act and is represented by AFSCME (American Federation of State, County and Municipal Employees).
