General Summary of Purpose of this Position:

This position is responsible for the HRDC, direct youth career support service (youth being defined as, between the ages of 14-26). Duties include recruiting and supporting youth, as they transition to adulthood. This position focuses on educational, career exploration, job placement, career development, and life skills activities–as well as financial literacy and skills coaching, as it pertains to the above. Teaches basic employment skills and life skills, provides counseling, educational and employment advice and activities that allow youth to learn independence and self-advocacy and see a pathway to their future.

Learns, understands, and follows Federal and State program requirements. Provides program recruitment, orientation, monitoring, assessment and future planning tasks. Monitors youth progress, according to programmatic and agency-wide expectations and procedures. Makes internal and external referrals for support, and coordinates the delivery of services with a wide variety of professionals, programs, and outside agencies.
Specific Duties and Responsibilities:

Primary Job Duties and Responsibilities
Direct Youth Support:

Work independently, and in conjunction with the Youth Program Manager and colleagues, to support participants through case management services, to identify needs and overcome barriers to career, to independent living, and to the development of self-sufficiency
Support youth participants in assessing situations and creating plans for career, income, and living plans–to achieve measurable outcomes
Administer assessment with youth participants yearly or as needed
Attend HRDC youth-oriented team meetings to coordinate services (especially for dual or triple enrollees)
Observe client behavior, assess needs and create treatment strategies;
Provide necessary efforts to ensure wellness, safety, and equity for all cultures and ethnicities;
Enforces policies and programming that affirm, support, and value diversity, including LGBTQ+ individuals, families, and communities.
Provide supportive services accurately and in a timely manner
Submit monthly support service stipends, tracking of time spent with participants, and other required documentation as requested by the program and by the Youth Program Manager
Actively involves participants in specifying their needs, establishing goals, and courses of action to attain desired outcome
Use community resources to develop a unique strategy for youth to achieve goals
Maintain balanced support of staff with needs of clients; maintains healthy boundaries with each
Provide youth coaching that promotes independence and self-sufficiency, increased financial knowledge and good decision making
Understand and connect youth with appropriate resources in their community

Administrative Tasks:

Provide the day to day administrative services necessary to the program and to the Economic Development department; includes monitoring, coordinating, and analyzing effectiveness of services of participants
Maintain daily youth contact to determine if services are being delivered as planned and/or services adequately meet needs
Provide support, interventions, and consultations to assist participants in decision making and planning
Develop self-sufficiency plans that are goal oriented to measure outcomes
Guarantee all compliance requirements from funders are met, according to the funders’ deadlines and specifications
Maintain youth case notes and files, both on paper and electronically using required resources
Assist with dual/triple case management roles (coordinating with foster youth providers, youth transitional housing, and so on)
Provide case management for participants involved in all Youth Development programs
Promote active participation in needs identification and mobilization

Communications:

Interact and communicate verbally and in writing with people representing a wide variety of organizations and service providers in communities
Communicate through oral and written directives and memoranda with all involved parties, communicates in person as appropriate
Develop, create and maintain positive and effective working relationships with partner organizations
Attend appropriate meetings, workshops, conferences and training as directed
Disseminate information to the public about the programs and services offered

Outreach Tasks:

Work together as a team with Youth Program Manager and fellow colleagues
Follow both specific and general directives by consulting with Youth Development Coordinator
Coordinate efforts with other colleagues and service providers, and learn and implement guidelines from various funding agencies
Assist in creation of new programs and growing current programs
Contribute to program recruitment efforts
Contribute to program fundraising initiatives
Represent values of organization and department in community interactions

Knowledge Skills and Abilities
Required Travel:

This position will primarily serve youth located in Gallatin and Park counties
This position requires the incumbent to travel to see and support youth
Language Skills:

Ability to read, interpret, and write routine reports and correspondence
Ability to analyze and interpret complex and sensitive information; persuasive speaking abilities
Ability to interpret program manuals and guidelines, federal regulations and present findings in public settings

Mathematical/ Money Handling Skills:
Add, subtract, multiply, and divide simple numbers, compute rate, ratio, and percentages
Personal budgeting skills
Ability to monitor expenditures of enrolled students

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form

Education and Experience
Education: The following course(s) of study or class work usually provides the required knowledge skills and abilities to perform the duties of this position:
Bachelor’s degree in Psychology/Social Services/Education or related field, from a four-year college or university is preferred

Experience: The following kinds of experience usually provide the required knowledge skills and abilities to perform the duties of this position:
Minimum of two years of experience working with youth ages 14-26 or working with vulnerable populations, which required case management methods, procedures, and practices required by program regulations

Supervision Received:

This position operates under general supervision.
The incumbent’s work is primarily assigned by daily workflow and operations.
The incumbent is authorized to make decisions as to the timing and sequence of work and the work is performed according to established policies and procedures and/or within applicable laws, rules and regulations governing the tasks being performed.

This position supervises the following position(s):

Supervises approximately 20-30 youth participants per grant year funding permitting

This position has the following supervisory responsibilities:
