Position : Human Resources Manager

Job Description : Oversee all Human Resources functions to include; recruitment and selection, company policies and procedures, and maintain the company’s compliance with various State and Federal employment laws. This position is involved with Workers’ Compensation insurance and reporting.Qualifications: Minimum of five years Human Resources generalist experience preferably in the construction industry.A Bachelor’s degree in Human Resources Management or related field preferred or comparable experience as a manager.Comprehensive knowledge of state and federal labor regulations.Experience with personnel administration, employee relations, compensation, and benefits administration, recruiting and selection, and training and development.Proficient computer skills including: Word, Excel and Power Point and HRIS.Payroll management experience is preferable.Must have strong verbal and written communication skills.Must be able to work with the various departments to create and maintain a culture of overall team environment.Essential Functions & Responsibilities: Recruitment & SelectionStaffing, determine short-term and long-term hiring needsIdentify internal sources and post job openingsHelp determine qualifications, FTE or TempArrangements with Temp services for helpRecruiting strategies and implementationPerform reference checks on new hiresSet up Physical capacities, Hearing, and UA testsSchedule Interviews and develop interview teamsNew employee orientationOversee the continuous development of orientation for production, field, and administration staffConstruct and maintain employee filesHuman ResourcesMaintain up-to-date knowledge of employment laws and regulationsReview all policies and procedures for complianceOversee and track OFLA/FMLA leaveWorker’s Compensation ClaimsPerform monthly auditsYearly audit and renewal negotiationsCompensation reviews and auditsCreate/maintain job descriptionsSupport process of Performance Appraisals; coordinate & fileMaintain Wage & Hour law requirementsBenefits AdministrationCoordinate any changes in benefits with employees and benefits carriersReconcile benefit monthly invoicing and submit for paymentUpdate system files for any employee deductionsMeet with supervisors and direct reports for problem resolutionPayrollCommunicate changes in status/pay rates to PayrollRespond to child support, medical support and garnishment noticesSchedulingPublish Field crew schedules and assist Field Supervisors on establishing crews as neededArrange Lodging and submit to Purchasing for PORequest Subsistence payments for crew membersMiscellaneousReports: Weekly – emailed by the end of the day Friday; Monthly & QuarterlyStaffing current and future – Friday after Job Status MeetingEmployee Evaluation up-dateOther duties as necessaryWork Environment: Professional office environment: Involves 90% sitting and working at a computer/video display terminal and 10% walking gathering information and assisting new hires. General working hours are 8:00am – 5:00pm Monday through Friday.
