Position : Meter Relay Technician – Trainee

Eugene Water & Electric Board is seeking a strong, team-oriented Meter Relay Technician Trainee to install, test and commission, troubleshoot and maintain transmission, distribution, generation, and substation protective relaying systems and auxiliary equipment controls including voltage, regulators, governors, synchronizers.
As a member of the Relay department at EWEB the successful candidate would be instrumental in maintaining reliable protection systems and have opportunities to influence system design in EWEB’s generation and transmission facilities.
This position is subject to the terms, conditions and benefits of EWEB’s collective bargaining agreement with IBEW Local 659.
Starting Salary: $53.3685 per hour
Responsibilities:
Install, add, or replace meters, relays, control circuits and telemetering equipment; review drawings and make necessary field corrections.
Test and calibrate relays, ammeters, voltmeters, panel meters, current transformers, potential transformers, transducers, gauges, control circuits and other associated equipment. Record and evaluate results. Maintain equipment records.
Utilize test equipment and test electrical devices and systems to determine suitability for service. Accurately record data, repair, adjust or calibrate equipment. Report condition or status as appropriate. Read and interpret electrical drawings: one-lines, three-lines, schematics, connection diagrams, etc. Develop and document test plans, results forms and work procedures as required.
Assist Crew Leader in making suggestions to Electric Operations and Engineering personnel in the design and planning process.
Assist Crew Leader in preparing cost estimate for future jobs.
Lead or participate in the crew tailboard discussion so the crew can work safely and efficiently. Assist the Crew Leader in planning jobs and scheduling work.
Practice safe procedures, techniques, and proper use of personal protective equipment. Continuously improve skills and become familiar with new technology. Assist in developing predictive and preventive maintenance procedures and maintenance intervals for equipment and systems.
Build strong working relationships.
Investigate equipment failures and make emergency repairs.
Troubleshoot alarms and equipment malfunctions.
Perform necessary switching to de-energize equipment for testing and maintenance. Document work procedures.
Other related duties as assigned.
Steps to become Journey
Before advancing to a higher step each individual must demonstrate the proficiency in the skills and abilities required of the current step. Consult the EWEB Meter Relay Technician Training Program for the specific requirements necessary to advance to the next step. Below is a general outline of the topics:
STEP #1 – 1st YEAR
Demonstrate skill in basic math
Demonstrate basic computer skills
Manually test and calibrate basic electromechanical relays
Demonstrate ability to read and interpret electrical measurements using a multi- meter
Work with a variety of hand and power tools
Perform basic control wiring
Understand the theory and hazards of electrical circuits
Assist the journeymen in wiring, troubleshooting circuits, testing relays and a variety of other tasks
STEP #2 – 2ND YEAR
Understand the theory of protective relaying
Develop knowledge of metering and control concepts
Manually test and calibrate advanced electromechanical relays
Demonstrate proficiency in using RTS and PowerBase software programs
Work from complex electrical drawings to troubleshoot and understand the operation of various electrical systems
Understand and test interchange metering systems
Test monitoring and alarm systems on Substation equipment
Knowledge of testing CT and PT circuits
STEP #3 – 3RD YEAR
Ability to test all protective relays in Substations and Generation facilities using the automated relay testing software
Ability to test transducers
Ability to troubleshoot and field modify digital relay settings
Ability to test line differential protection schemes end to end
Ability to use the phase angle meter
Process electrical construction drawings
Field engineer minor jobs • Commission electrical equipment into use
Ability to troubleshoot and maintain line reclosers, network protectors, and automatic transfer switches.
Requirements As A Qualification
Minimum Experience: Must have completed an approved Electrical Apprenticeship with disciplines in electrical circuits and wiring systems and 4 years’ experience as a journey-level Technician.
Education:
High school diploma or GED equivalent.
Successful completion of a recognized Journey level Electrical Trade.
Desirable education, experience, training, and certifications: Bachelor’s Degree in Engineering or have equivalent combination of training and experience.
Valid driver license: Yes
Professional license or Certificates: Journey level credentials in Electrical Craft
Post-offer background check required: Yes
Post-offer drug test required: Yes
Post-offer physical / functional test required: Yes
Training required as a condition of employment, progression or advancement: Must obtain a First Aid/CPR Card.
