Job Description:
Do you have experience or wish to gain additional experience in the area of debt collection? Have you previously worked for a Department of Revenue or a Third-Party Collection Agency? Are you seeking an opportunity to gain exposure and work in Crime Victim and Survivors Services? The Crime Victim and Survivor Services Division’s (CVSSD) Crime Victims’ Compensation Program is seeking you to join their team as a Revenue Agent 2. In this position you will be responsible for case management and the collection of restitution, subrogation and civil money judgments.

In addition to applicants who meet the qualifications of a Revenue Agent 2, we are also interested in hearing from candidates who can qualify at the Revenue Agent 1 level. Should the right candidate present, we may consider underfilling the position until Revenue Agent 2 qualifications can be met.
For Internal to state candidates, a developmental or work-out-of-class may be a possibility. A rotational opportunity may be extended at the Revenue Agent 2 or Revenue Agent 1 classification depending on the finalist’s current classification and ability to meet minimum qualifications and a rotation won’t negatively impact the business.
Duties and Responsibilities (in part)
You’ll be entrusted to:
Review all approved compensation claims for possible restitution and subrogation reimbursement.
Contact and confer with debtor by telephone, written correspondence and in person to arrange payments that will bring accounts current or to explain liability to debtors and/or their representatives, outlining legal obligations and rights, policies and procedures concerning the division’s restitution and subrogation interests and the possible consequences of nonpayment.
Coordinate with county victim assistance and district attorney offices to amend restitution orders when restitution is not ordered to CVSSD.
Determine the appropriate legal action to take among a variety of collection alternatives and initiates such action (e.g., garnishment, civil judgments).
Negotiate large subrogation settlements with private attorneys; Obtains sentencing or restitution orders for all approved claims.
Review information located in the Oregon Judicial Case Information Network to determine if civil suits have been filed by applicants against offenders, as well as checking on punitive damage cases.
Conduct investigations to locate debtors which involved contacting employers, parole or probation officers, contacting debtor’s places of employment, developing and pursuing leads regarding the location of debtors’ assets through contacts with various jurisdictions, attorneys, financial institutions, etc.
Review and analyze debtors’ financial statements, bank statements, tax returns, terms of judgment or probation/parole, etc., to determine amount of and terms of an appropriate payment plan.
Required Experience
Revenue Agent 2
One year of experience in direct collection of past due accounts including knowledge of field collection techniques. Collection experience must have been your primary responsibility, not incidental to other major duties, and have included:
skip tracing and contacting debtors;
effecting collections by telephone or letter;
determining need for, and authorizing payment plans; and
applying a knowledge of business and accounting records to determine the extent of liability and appropriate collection techniques.
Revenue Agent 1 (Underfill)
six months of full-time office or field experience in collection of past due accounts in which collections was the primary responsibility; OR
one year of experience related to collection of past due accounts such as working in support of a collections section or individual collector, or collections work performed as part of other major responsibilities; OR
one year of experience which included:
analyzing financial information to determine the ability to pay;
explaining laws, rules and regulations; and
resolving problems or complaints which included dealing with customers/clients who were confused, frustrated or hostile.
If hired as an underfill, the salary range will be at the Revenue Agent 1 salary range which is $2,922.00-$4,331.00 a month.

Desired and Requested Skills and Attributes
Familiarity with collections, Crime Victims’ Compensation and civil statutes. (ORS Chapters 147 and 137 and Oregon Rules of Civil Procedure).
Victim Advocacy experience.
Familiarity with civil and criminal court systems.
Great communications skills and experience navigating difficult conversations.
