The City of Oregon City is excited to begin the search for their new Recreation Program Coordinator. We are actively developing new ways to serve our customers and the new Recreation Program Coordinator will be integral in advancing our Department goals. We have priorities with a lens on diversity, equity, and inclusion. We are blending aquatic and recreation programming to deliver a more inclusive experience. The new Recreation Program Coordinator will have the opportunity to deliver services City wide in partnership with other City departments and community partners.

Our Recreation Program Coordinator will be developing and delivering camps, classes,
programs, and special events well as reimagining existing programs for a fresh look and
experience.

This recruitment will remain open until filled; however, may close at any time. Applications will be reviewed every two weeks, with the first review March 16, 2022.
Examples of Duties

Develops, organizes, implements, participates, and evaluates a variety of recreation programs and activities, including special events.
Supervises, directs, and evaluates assigned staff, volunteers, and other workers. Hires, evaluates, and conducts training of staff and volunteers when appropriate to ensure well run and safe activities.
Establish schedules, facility availability, and methods for providing recreation services, identify resource needs, review need with appropriate management staff, and allocate resources accordingly that optimize use of staff and inclusion of the community.
Assesses community needs and interests. Organizes, promotes, implements, and evaluates programs.
Assists with advertising events and activities through a variety of media and actively seeks participants. Participates in the development of the facility’s publicity by writing brief course descriptions, news articles and flyers for assigned program areas.
Maintains inventory of equipment, supplies, and materials; ensures availability of adequate supplies and materials to conduct programs/activities; initiates orders/requests for new/replacement items; conducts periodic inventory counts; coordinates maintenance, repair, and replacement of equipment.
Purchases materials, equipment, and supplies according to established policy and procedures and maintenance inventories of equipment and supplies.
Plans, organizes, and presents fundraising activities that supports and supplements funding for special programs. Establishes themes and outcomes for activities. Organizes and sequences activities such as mailings, registration, services, and more.
Participates in the budget development process. Prepares recommendations for programs, events, and hours of operation. Estimates revenues and participation.
Maintains accurate attendance records. Collects and accounts for fees from classes and events. Prepares reports and other administrative communications.
Promotes, organizes, and stimulates good relationships with neighborhood and community groups and other agencies; interprets and explains City programs and philosophies to groups and individuals, community resources, committees, staff, and volunteers.
Monitors and reviews trends in recreation programs and technology advancements and recommends improvements in programs and/or processes. Maintains system for knowing demographics, course development, vendor information, consumer files and class information.
Maintains professional and effective working relationships by providing exceptional customer service.
Maintains regular attendance and punctuality.
Performs other duties as assigned that support the overall objective of the department.
Typical Qualifications
Knowledge: This position requires a specialized knowledge of recreation programming, principles, practices, and technique including identifying program demand and trends. Requires knowledge of methods for identifying program demand and trends. Requires knowledge of the steps involved with setting up programs, fundraising events, education, and citywide special events. Requires knowledge of safety requirements applicable to leading individuals in recreational activity.
Skills: Requires well-developed language skills to write course descriptions and promotional materials. Requires well-developed human relations skills to convey concepts and conduct training and use courtesy when working with others. Requires skills for hiring practices, volunteer requirement strategies, and conducting staff and team meetings and trainings. Requires sufficient math skill to prepare cost summaries and statistics. The Recreation Program Coordinator will also be collaborative, personable, and communicate effectively.
Abilities: Requires the ability to carry out the essential accountability of the position. Requires the ability to design, develop and implement recreation programs, services and special events that cater to needs and interests of special populations, including senior citizens. Requires the ability to identify and pursue sources of funding and referral to other agencies. Requires the ability to select, schedule, promote, and coordinate programs and special events. Requires the ability to select, supervise, train, organize, and review the work of subordinate staff. Requires the ability to apply pertinent laws, regulations and city policies and procedures governing senior activities, personnel, and funding. Requires the ability to prepare professional reports, communications, and correspondence suitable for external distribution. Requires the ability to work cooperatively with senior citizens. Requires the ability to work as contributing member of a team, work productively and cooperatively with other teams and external customers, and convey a positive image of the City.
Physical Abilities: Incumbent must be able to function effectively indoors and outdoors in a classroom, sports court, park trail or similar environment engaged in work of primarily a moderately active nature. Requires sufficient ambulatory ability to stand, walk and demonstrate activities for extended periods of time, lift and move medium weight materials up to 50 pounds, and move to various work locations. Requires sufficient arm, hand, finger dexterity to demonstrate physical activities and use a computer keyboard and other office equipment. Requires normal hearing and speaking skills to communicate with staff and customers in one-on-one and small group settings. Requires visual acuity to read printed materials and labels and to observe students perform tests and assignments.
Supplemental Information
Education and Experience
Bachelor’s degree in Recreation Management, Education or Public Administration or a closely related field and three (3) years of recreation and/or programming experience in assigned area of responsibility including one year of leadership experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Licenses and Certificates
Possession of a valid and appropriate Oregon driver’s license. Must have, or obtain within 30 days of hire, Professional Rescuer CPR/AED, and First Aid Certifications. American Red Cross Lifeguard or American Red Cross Lifeguard Instructor certification preferred for incumbents working at the Aquatic and Recreation facility. Bilingual preferred.
Working Conditions
Work is performed indoors and outdoors where some safety considerations exist by way of physical activity.

Kaiser MedicalMODA (formerly ODS) MedicalEmployees have an option between a service plan (base plan plus major medical coverage) or a heath maintenance organization (HMO plan). Each medical plan includes prescription drugs and vision care. Coverage is for the employee and their dependents with a pick-up by employees towads the premium dependent upon their bargaining unit or management agreement.

Summary of Dental Benefits

Kaiser DentalPacific Source DentalEmployees and their dependents have two plans available for dental insurance either through a service plan or HMO plan. Both plans for preventive, routine and major dental care, and orthodontic benefits.

Life Insurance: Full-time AFSCME employees are provided $25,000 life insurance with $1,000 for dependent coverage.

Long Term Disability Insurance: Full-time employees have long term disability insurance that provides for 2/3 of an employee’s salary, up to a maximum earnings salary of $4,000 per month after a 90-day waiting period.

Retirement: The City is a member of the Oregon Public Employees Retirement System (PERS). The City currently contributes both the employer and employee’s portion with the amount dependent upon the employee’s status with PERS.

HRA-VEBA: This is a Voluntary Employee Benefits Account. It is an account established for employees to use for out-of-pocket medical expenses pre and post retirement. The amount contributed to the VEBA is currently $50.00 month.

Flexible 125-Spending Account: Employees are offered a flexible 125-spending account that allows employees to pre-tax their portion of medical premiums or they can contribute pre-tax dollars for out-of-pocket medical expenses or child care expenses.

Employee Assistance Program: The City provides employees and their families up to 5 free confidential counseling sessions and 5 free legal consultations per incident through EASE.

Holidays: The City recognizes 10 paid holidays during a calendar year with 2 additional days given as floating holidays. Part-time employees are paid for the number of hours they are scheduled to work on holidays. Please check the city calendar for holiday closure dates.

Vacation: Paid vacation time accrues on a monthly basis based upon hours worked, length of service, and by employee group. AFSCME employees can accrue up to 240 hours of vacation, part-time union employees can accrue up to 120 hours of vacation. Part-time employees accrue vacation based on number of hours hired to work.

Sick Leave: Sick leave accrues on a monthly basis at a rate of ten hours per month. Part-time employees accrue sick leave based on number of hours hired to work.

Gym Membership: Full-time employees who join a gym will have $15 per month contributed to their membership.

Payroll and Direct Deposit: Employees have the option of having their paycheck direct deposited into their checking or saving account at the bank or credit union of their choice. Payday is monthly on the last working day of any given month (by general employees).
