ABOUT Financial Services
The Office of Financial Services (OFS) operates as a shared financial service for ODHS and OHA. OFS is the steward of ODHS and OHA financial resources ensuring honesty, integrity, and accountability by efficiently and effectively providing accurate, accountable, and responsive financial management and business services to clients, stakeholders, and employees in support of ODHS and OHA missions and in compliance with state laws and federal policies, rules and regulations. As a member of the Office of Financial Services (OFS), the largest and most complex financial accounting organization in the State, you will be uniquely placed to build a strong foundation for career growth in governmental accounting.
The Office of Financial Services (OFS) provides leadership and management, fiscal policy direction, financial systems management, and coordination of core financial accounting, payroll, and financial reporting services for ODHS and OHA. OFS management leads and supervises staff in the areas of Financial Reporting, Taxation, Federal Grant Management and Reporting, Cash Flow Management, Proprietary and Governmental Fund Accounting, Revenue Application, Cost Allocation, Interface, E-Commerce, Accounting Structure, Accounts and Contracts Payable, Trust Accounting, Accounts Receivable, Payroll and Benefits, Cash Receipting, Treasury and Account Reconciliation for ODHS and OHA.
What you will do:
As an Accountant 4 in the Statewide Financial Reporting (SFR) Unit of OFS, you will be part of a financial services team that works with other units, other agencies, other governmental jurisdictions, and the public to exchange information, explain accounting processes and to resolve accounting discrepancies or disputes. You will help resolve tax reporting issues; perform financial reporting; respond to audit questions; and work as a team member executing year-end entries, disclosures, and additional year-end reporting requirements.

What you need to qualify: Minimum Qualifications
Possess a CPA certificate and four additional years of professional accounting experience.* OR
Six years of professional accounting experience*; and either:
A Bachelor’s degree in Accounting, OR
A Bachelor’s degree in any discipline that includes or is supplemented by 30 quarter (20 semester) credit hours in accounting. Credit hours must be upper division from a system of higher education (four-year institution accredited to grant Baccalaureate degrees), OR
30 quarter (20 semester) credit hours in accounting. Credit hours must be upper division from a system of higher education (four-year institution accredited to grant Baccalaureate degrees); and two years doing independent research and analysis which included making recommendations that resolved issues, OR
30 quarter (20 semester) credit hours in any of the following: accounting principles, intermediate accounting, advanced accounting, finance, business law, cost accounting, accounting information systems, or auditing; and two years of accounting experience a) classifying, analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing and interpreting complex accounts and account relationships resulting in accounting entries.
*Two years of the experience must be at the Accountant 3 level, which includes: a) designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives; b) consulting with program managers or external organizations; and c) assuring the proper functioning and accountability of fiscal operations.

15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the professional accounting experience. Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement.

Skill reviewing accounting transactions to insure conformance with generally accepted accounting principles.
Skill applying audit standards to set up, monitor, and modify internal procedures.
Skill preparing and interpreting financial statements and other financial reports.
Skill applying the generally accepted accounting principles to a computer-based accounting application.
Skill advising management about the implications of financial information.
Skill analyzing accounting information and systems to prevent, detect, and correct errors.
Special Qualifications:
Preference given to a CPA
Preference given to prior government accounting experience
