Job Description:
The Oregon Department of Land Conservation and Development (DLCD) is seeking a qualified candidate to fill one full-time, permanent Coastal State and Federal Relations Coordinator (Planner 3) position in the Ocean and Coastal Services Division.
While the position is based in our Salem office; agency staff are currently working remotely to the maximum extent possible. Once DLCD offices reopen on May 1, 2022, agency staff will have the opportunity to request a hybrid remote/office work arrangement. The position is represented by the American Federation of State, County, and Municipal Employees (AFSCME) union.
DLCD is charged with helping communities plan for, protect, and provide a high quality of life for all Oregonians. In partnership with community members and local governments, we foster equitable, inclusive, sustainable, and vibrant communities, while protecting our natural resources legacy for current and future generations.
What You Will Do
The purpose of this position is to implement Oregon’s federal consistency authority. The position interprets and applies the policies, regulations and standards of the Oregon Coastal Management Program to activities, policies, and programs of federal authority that affect Oregon’s Coastal Zone. Specific activities include:
Receive, track and review project documents and environmental assessments from federal agencies.
Establish working relationships with staff from other agencies and tribes by participating in working groups to develop solutions to complex issues.
Review permits and other documents for activities in the Coastal Zone as regulated by state and federal agencies.
Prepare and submit changes in Oregon’s enforceable coastal policies to NOAA OCM regularly to maintain full program approval.
Respond on behalf of the OCMP to NOAA OCM for the National Coastal Management Performance Measurement System.
Prepare written findings, staff reports, and other documentation describing the basis for federal consistency and other decisions.
Make presentations regarding decisions.
Provide advice and technical assistance to applicants, federal and state agencies.
Interpret rules, regulations, laws, and procedures by phone, in person, and in writing as appropriate.
Coordinate and participate in meetings or hearings to gather input and meet procedural requirements, serves as a member and may chair project or program technical advisory committees, represents the DLCD at public meetings and in other public forums to provide information related to the OCMP.

What We Are Looking For
A Bachelor’s Degree in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field; AND Three (3) years of progressively responsible planning experience related to the job.
Note: A Master’s Degree in Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience.

OR Six (6) years of planning experience related to the job.
Candidates will be most competitive if they possess the following attributes:
Practical understanding, based on work experience or specific academic study, of the roles and responsibilities of local, state, and federal agencies and tribal governments in natural resources management in the coastal environment.
Familiarity with policies of Oregon’s statewide planning program, including the coastal statewide planning goals, the role of local plans and regulations, and the requirements of state agencies that are part of the Oregon’s networked Coastal Management Program.
Knowledge of the requirements of the federal Coastal Zone Management Act and familiarity with the Code of Federal Regulations.
Ability to read carefully, learn about, and think critically in subject areas that may be unfamiliar.
Clearly and effectively convey complex issues and policies orally and in writing.
Ability to work in a collaborative process with others from different agencies with different interests.
Lived or professional experience serving individuals from historically and currently underserved and under-resourced communities.
Spanish language fluency. Individuals with fluency in other languages are also encouraged to apply.

The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS.
