CTUIR MISSION STATEMENT
Exercise the Tribe?s sovereign authority to achieve the maximum protection of resources identified in the Treaty of 1855, to protect newly acquired lands wherein the Tribe has a vested interest, to protect the lands of all the citizens and residents of the Umatilla Indian Reservation. This position will protect human life, water, land, air, and wildlife by exercising professional skills and abilities in the protection of the resources of the Confederated Tribes of the Umatilla Indian Reservation.

DNR Mission
To protect, restore, and enhance the First Foods – water, salmon, deer, cous, and huckleberry – for the perpetual cultural, economic, and sovereign benefit of the CTUIR. We will accomplish this utilizing traditional ecological and cultural knowledge and science to inform: 1) population and habitat management goals and actions; and 2) natural resource policies and regulatory mechanisms.

Wildlife Program Mission
To provide sustainable harvest opportunities for big game species of the First Food order by protecting, conserving, and restoring big game populations and their habitats. Secondarily, the Wildlife Program will investigate opportunities for managing harvestable populations of native game birds of the Umatilla Indian Reservation and aboriginal use area.

GENERAL STATEMENT OF DUTIES
The Program Manager leads and facilitates Program efforts to manage big game and other wildlife, and their habitats, to protect and recover species and provide treaty harvest opportunities for the CTUIR membership. Program work efforts are arrayed across a broad geographical area based on CTUIR?s historic and contemporary use and future goals, on the Umatilla Indian Reservation, and in the northwest, and incudes a diversity of game and non-game species. The scale and diversity of work requires intra-organizational coordination at staff and policy levels, as well as collaboration with state and federal co-managers and land management agencies and non-government organizations.

The program manager also facilitates the protection, enhancement, and operations and maintenance of CTUIR wildlife habitat mitigation lands and watershed projects, on and off the Umatilla Indian Reservation, including securing adequate funding for management activities, long term stewardship, and new acquisitions. The program accomplishes this through strategic implementation of DNR Upland and River Visions which identify key upland and floodplain components required to support First Foods.

The program manager is responsible for strategic planning, operational oversite, performance evaluation and reporting, and effective representation of the organization regarding all aspects of the program.

EXAMPLES OF ESSENTIAL JOB DUTIES & RESPONSIBILITIES

Strategic Planning
Responsible for leading and producing Wildlife Program strategic planning products at multiple time scales, including one, two, five, and 10-year timeframes, leading annual program planning retreats, review and approval and submittal of program annual work plans to DNR Director for review and comment, responsive to applicable Tribal Comprehensive Plan elements, and annual work plan and budget reviews with CTUIR Office of Executive Director and Board of Trustees;

Responsible for program budget development, submittal for approval, and implementation and reconciliation in support of work plan goals, mitigation commitments, priorities and strategic plans. Budgets range from about $0 ? 2.6 million dollars annually and about 7 – 10 cost centers annually. Ensures program compliance with CTUIR fiscal management policies and seeks new and additional funding to support operations and new initiatives. `

Identifies emerging wildlife research results and technical and policy issues related to First Foods wildlife and their habitat, primarily big game, and develops novel and responsive work. Uses CTUIR oral history data and/or traditional use studies, and DNR Upland and River Visions, to inform work goals and produce outcomes that support Tribal Treaty harvest of First Foods, primarily big game species and other wildlife species of interest to CTUIR members.

Development of new, novel work proposals in the First Foods and Upland and River Vision contexts, often in collaboration with other DNR Programs and/or co-managers.

Facilitates development of data collection and data management tools to inform Program and DNR work efforts, coordinated with CTUIR Office-of-Information Technology GIS Program in development and maintenance of same.

Operational Oversight
Responsible for operational oversight of about 6 ? 10 staff, including implementation of strategic plans and ensuring timely completion of deliverables.

Responsible for hiring, managing, and supervising Wildlife Program staff, including developing job descriptions, leading hiring teams, performance management and training, career development opportunities, commendations and merit award(s), and punitive actions as required.

Responsible for evaluation of Program progress, review and signature of all Program employee annual performance evaluations (6-10 program employees), and annually evaluating 2-4 direct supervisees.

Provide policy and technical analysis and recommendations to the Fish and Wildlife Commission (primarily), other Commissions and Committees as appropriate, and the Board of Trustees regarding tribal, state, federal management products and policies, and legislation, including, but not necessarily limited to harvest and management proposals, development proposals (e.g. energy), mitigation for impacts to wildlife and their habitats, environmental impact statements and assessments, with CTUIR treaty reserved rights and interests, and any other rights secured by federal or state statutes.

Attend manager meetings amongst DNR program managers to coordinate projects and activities so that the trust and treaty-reserved resources of the CTUIR are protected within the reservation, ceded lands and the usual and accustomed areas and all territories where tribal members may utilize natural or cultural resources.

Coordinate with DNR Cultural Resources programs to assist in the preservation of cultural resources potentially affected by Wildlife Program projects carried out on behalf of the CTUIR both within and without the Umatilla Indian Reservation.

Work closely with DNR and other CTUIR staff to develop coordinated analyses and recommendations for protecting and enhancing treaty reserved rights and resources.

Facilitates program coordination with CTUIR?s Office-of-Information Technology GIS program in the development maintenance, and use of Centralized Data Management System for wildlife and habitat data.

Assist in the development, review and implementation of the Fish and Wildlife Code and any amendments or updates.

Develop and maintain a professional network of contacts for the purposes of: (1) finding out about research, technical, and policy issues of potential value or concern to the CTUIR, and (2) identifying opportunities for the CTUIR to address those issues.

Responsible for managing and communicating program organizational changes consistent with the DNR mission and applicable Tribal policies and procedures.

Provide staff assistance when directed by the Department Director to other Department of Natural Resources Programs and to other departments.

Facilitates program submittal of novel work results to peer-reviewed publications.

Other appropriate duties as assigned by the Department Director.

Evaluation
Responsible for evaluating program progress, including at the program level, project level, and 2-4 staff annual evaluations, and sustaining or correcting program and employee performance to meet organizational goals.

Demonstrably uses program evaluation and data to demonstrate program learning and adaptive management.

Reporting
Responsible for ensuring Wildlife grant and organizational progress reports are completed on time, provides verbal progress report presentations to CTUIR Board of Trustees, Tribal Publics, Commissions and Committees, DNR staff, state and federal co-managers, general publics, and grantors as necessary. Organizational reports include regular six-month progress reports and Comprehensive Plan reports at 5 year intervals.

Organizational Representation
Responsible for providing effective and strategic organizational representation to advance the goals of the CTUIR, DNR, and the Wildlife Program, including in tribal governmental and public forums, inter-governmental, professional society, non-governmental organizations, education institutions, and general public forums.

SUPERVISORY AUTHORITY:

Direct supervision of two to four wildlife professional staff (e.g. Big Game Ecologist, Wildlife Biologist)

SIGNATORY AUTHORITY:

Purchase Orders and Purchase Requests valued up to $10,000.00. Program Time Sheets, leave and other requests.
