Job Description:
The Oregon Department of Education, Early Learning Division is excited to announce two permanent openings for Early Learning Hub Coordinators (Program Analyst 4s). The Early Learning Division is in the process of becoming the Department of Early Learning and Care, a new agency that will elevate the State’s focus on birth-five learning and care programs across Oregon. These positions will support the development of the Early Learning Division as its own state agency. Early Learning Hub Coordinators promote the Early Learning Division’s vision and goals in community by supporting regional Hub partnerships and local systemic change. There are 16 Early Learning Hubs in regions across Oregon that focus on cross-sector partnerships to create local systems that are aligned, coordinated, and family-centered. Hubs work to ensure that families receive the support they need to become healthy, stable, and attached and that their children receive the early learning experiences they need to thrive. Due to the COVID-19 pandemic, these positions will start off fully remote with the possibility of a hybrid schedule of working both remotely and in the office in the future.

These positions are part of the Early Learning Division – a Division that prides itself on enabling Oregon’s young children and families to learn and thrive. The Division is responsible for overseeing the state’s Head Start, Pre-Kindergarten, and Relief Nurseries programs, among others; and licensing Oregon’s child care providers.

What you will do:
The Early Learning (EL) Hub Coordinators support Early Learning Hubs to build aligned, coordinated, and family-centered local early learning systems. These positions work closely with local leaders to increase intrasector and cross sector collaboration, coordination of services, leveraging of funding, and alignment with a shared regional vision. Where communities have competing interests or practices, these positions convene regional leaders to negotiate solutions that meet the needs of all parties, prioritizing children and families from traditionally marginalized communities. As communities create effective practices for system-building and providing services, the EL Hub Coordinators explore opportunities to replicate those solutions in other regions. These positions works closely with community leaders across Oregon including early intervention and early childhood education services, as well as with internal programs such as Preschool Promise and Oregon Prenatal to Kindergarten (OPK). In addition, these positions are responsible for development and implementation of reporting tools, toolkits, technical assistance, and coaching to support contract deliverables.
These positions have a great deal of freedom in managing one’s workload, collaborating with others, and determining the best strategies to complete projects. While these positions work with a fair amount of independence, you have a supportive team and supervisor to provide direction and assistance as needed.

Candidates with a Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Child Development, Early Childhood Education, Human Development, Human Services or related degree; and five years of experience coordinating or administering a program, OR; any combination of experience or education equivalent to eight years of experience coordinating or administering a program.
In addition, we are looking for applicants that have the following Desired Attributes:
Experience planning and delivering training, coaching, and technical assistance for adults.
Strong understanding and utilization of education equity.
Excellent written and verbal communication skills.
Ability to establish effective relationships and demonstrated collaborative skills with early learning educators, parents, community partners, tribes, and personnel from partnering institutions and groups.
Experience working with culturally and individually diverse groups.
Preference may be given to bilingual and bicultural candidates.

We are hiring for two Early Learning Hub Coordinators. This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancies and may be used to fill future vacancies as they occur.
This position is subject to both a Child Protective Services and Criminal Justice Information Systems (CJIS) check, including FBI fingerprinting, and will be required to enroll in the Central Background Registry. Both of these checks must be completed and approved prior to starting with the agency. Adverse background data may be grounds for immediate disqualification. This position may require occasional travel to field offices, therefore, a valid driver license and acceptable driving record is required, unless the successful applicant can provide alternate transportation.
