Digital Identity Services of this major government department (DIS) is a branch focused on improving and developing future platforms that provide identity, authentication and authorisation services. The branch works with other government agencies like DTA, DHS, AG, DIIS, DFAT and Immigration to develop Whole of Government solutions.

The Team
The Digital Identity Services (DIS) portfolio develops, maintains, and supports the departments critical identity, authentication and authorisation applications. The teams are delivering on ATO’s digital initiatives like myGov/ATO integration, Relationship Access Manager (RAM) and Access Manager, as well as whole of government relationship and authorisation solutions.

The DIS portfolio has a suite of technologies tha include bat is not liited to:
.NET/SQL, Java, cryptographic software
Angular and .Net Core.
The products they use have multiple integrations across government including services like Document Verification Service (DVS), Facial Verification Service (FVS), and DHS’s new GovPass exchange.

The DIS portfolio is an automated DevOps model in self-contained, multidisciplinary scrum teams. All products in the portfolio are at slightly different maturity levels in this process and working to align to the strategic end goal set out.

Duties & Requirements:
Help mentor junior analysts as a senior system analystProviding vision and direction to the scrum teams as well as product ownerEnsure that the team always has an adequate amount of prior prepared tasks to work onWork with the product owner to plan and prioritize product feature and product backlog and development for the productEstablish acceptance criteria in collaboration with the Scrum teamLead the creation of new functional and non-functional requirements for the systemProvide backlog management, iteration planning, and elaboration of the user storiesHelp with the planning product release plans and set expectation for delivery of new functionalitiesProvide an active role in mitigating impediments, that are impacting the team’s ability to reach their sprint goalsAbility to identify, differentiate and extract technical and functional requirements based on use cases and user storiesAbility to create and maintain documentation such as operational guides, UI design specifications, test cases, system and program documentationSkills to act as an interface between business functions, technology and build teamsAbility to adopt and work in a scrum based agile methodology to multi-task and deliver rapid analysisDemonstrated effective written and verbal communication skills with internal and external stakeholdersSupport product owners by creating product backlog items(PBI)s and writing acceptance criteriaCommunicate the product owners needs to the development teamsContribute to the production of systems documentation that clearly articulates the design intent, user experience, systems and business processes, issues and risksRunning training sessions and workshops on system processesBe accountable for undertaking testing of specified IT solutions to support quality assurance measuresWork collaboratively, develop own expertise and build the skills of others through knowledge transfer to achieve business outcomes

Core Skills Requirement

Minimum of 5 years’ experience as a IT Systems AnalystExperience in gathering and writing functional and non-functional requirementsPractical experience in using Enterprise Architect (EA) Sparx or equivalent modelling and design toolsHave knowledge of software development and web technologiesCreative thinker with a vision and attention to detailPast experience working on a mobile app development project highly desirable
