Job Description : POST TITLE: LEAD SOFTWARE DEVELOPERLOCATION: MEDWAY COUNCILSALARY: £38,023 – £43,720 P/ADEPARTMENT: ICTDIRECTORATE: BSD RESPONSIBLE TO: ICT Application and Integrations Manager*Due to data protection, candidate must reside in the UK*1. MAIN PURPOSE OF JOBTo manage and technically lead in solution design, development and maintain services for a variety of in-house developments and 3rd party applications requiring integrations in various forms and languages.To share the lead in the promotion and use of RPA across the Council and responsibility of the maintenance of an API library of supported systems with the ICT Development Team Lead.Assist the ICT Application and Integrations Manager in defining the strategic and tactical elements that contribute to efficient delivery of the service as well as the development and production of an ICT Development Strategy.Participate as a key member of the development team and ensuring good working relations with application support and system administration teams.Deputise for the ICT Application and Integrations Manager as and when required.Advise customers on the appropriate ways in which in-house systems development or third-party systems can be used effectively to support business requirements.Motivate, cross-train, coach and support team members, where necessary, building skill sets in order to develop and support new and existing applications and technologies.Provide the technical lead when planning and delivering in-house system developments.Manage your own workload priorities and call queues to ensure resolution of incidents, changes, problems and known issues without supervision from the ICT Application and Integrations Manager ensuring a full audit trail is maintained.Monitor and manage the performance of in-house developed solutions according to agreed SLAs, benchmarks, availability, capacity agreements.Information security standards will be baked into developed solutions ensuring mitigation against security threats as a core part of the solutions and services within its design and libraries/frameworks maintained where applicable.Accessibility standards will be baked into developed solutions ensuring solutions and services can be used by all and maintained in-line with WCAG legislation; Accessibility Statements will be prepared on or before in-house developed solutions go live.Assist the ICT Application and Integrations Manager in the continued development of knowledge and documentation of all supported systems.Maintain all necessary documentation to agreed standards.Collaborate with others and provide peer support in the quality review and assurance of the solutions and services provided. Code will be built to agreed specifications, tested, documented and shared as required.Participate in software testing activities for all systems to include functional testing and user acceptance testing on both new software developments and new releases of existing software, using the necessary development tools and techniques, in accordance with the standards and policies of the ICT Department.Assist the ICT Application and Integrations Manager with maintaining the CMDB.2. PERSON SPECIFICATIONQualifications· Must have strong .net core and Csharp strengths.· A good standard of general education, with a relevant computing related qualification· A related qualification or certification in systems design or systems developmentKnowledge· Expert knowledge of the entire systems development life cycle including design and development methodologies, delivery platforms, development tools and techniques both current and emerging.· Sound knowledge of relational database principles.· Expert knowledge of application, database and web server platforms, and how these interact to deliver enterprise level services· Expert knowledge of the delivery of business systems in a corporate environment across nTier, client-server architectures· Sound knowledge of architecture related issues such as security, user permissions and firewalls· Expert understanding of system usability and accessibility from a user perspective· Good understanding of ITIL and how this can be effective in an ICT environmentExperience· Demonstrable experience in designing, developing, and maintaining system developments of small to medium complexity and scale.· Demonstrable experience in designing, developing, and maintaining system developments and associated interfaces in a variety of environments.· Demonstrable experience in scoping, sizing and planning system developments to support the delivery of application and web systems.· Experience in leading a specialist team and managing team workloads and prioritiesSkills· Designing and implementing systems from specification using Object Oriented Analysis and Design (OOAD) methodologies· Development of systems that utilise Microsoft SQL Server 2008 or above· Development of systems that utilise Oracle· Open Source products including native languages such as PHP· Windows 2008 server or above· Unix/Linux platforms including Solaris or RedHat· Development in the following:ASP.Net, C#, X/HTML, CSS, JavaScript, XML/XSLT, SOAP, REST web Services· Fixing bugs, preparing patches, and version and change control· Excellent communication skills both written and oral.· Excellent customer service awareness.· Competent in written and spoken English.3. ORGANISATION(i) Post ManagerThe post holder will be managed by the ICT Systems & Applications Manager.(ii) Describe the level of initiative and/or independence expected of the post holderThe post holder will be able to act on their own initiative, with only limited reference to their line manager.(iii) Main contacts, both internal and externalThe post-holder will be expected to work closely with all ICT colleagues and internal staff (across all directorates and all levels of management). They will have daily contact with external suppliers, partners and other local authorities and will be expected to represent ICT at both internal and external user-groups, as required. The post holder will be expected to work flexibly with other ICT teams4. STANDARD RESPONSIBILITIESSupervision of staffThe post holder will have considerable direct responsibility for the supervision, direction, co-ordination or training/development of other employees. The work involves the allocation of work to a small group or team, checking of work, and the direction of staff, including, where appropriate, on-the job training.Responsibility for peopleThe post holder may have some direct impact on the well-being of individual, or groups of, people, through undertaking tasks or duties which are to their direct benefit, or impact directly on their health and safety.Responsibility for financeThe post holder will have some direct responsibility for financial resources.
