The city of Las Vegas is accepting applications for
Court Clerk. This position performs a wide variety of specialized clerical duties in support of the Municipal Court, including customer service, data entry, courtroom support, and verifying and providing information and assistance to the public in a courteous and professional manner.
Bilingual Skills Desired.

Minimum Qualifications
Applicants must fully meet ONE of the requirements below by date of application with no substitutions.

Associates Degree, OR
Equivalent to graduation from high school and one (1) year of clerical experience in a court or legal system environment, OR
Equivalent to graduation from high school and three (3) years of clerical experience involving public contact, customer service, or cashiering.
New hires must obtain applicable level of NCIC/NCJIS certification and/or training within 6 months of the date of appointment and maintain proficiency as needed.

Type of Examination (Written Examination)
A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas.

The test for this recruitment will be a multiple-choice written examination covering the following: (1) Interacting with Customers, (2) Reading and Data Comprehension, (3) Reasoning, and (4) Legal Terminology.

The city does not recommend or endorse any specific study guide for this test.

Written Test Date: April 25th and 28th

Eligible List Placement
You must score 70% or higher on the examination to be placed on the eligible list.

Selection Process
Final candidate selection will include list placement and may include hiring interview. Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job. Some positions may require preliminary background checks.

Distinguishing Characteristics This is the entry/full journey level class within the Court Clerk series. Employees within this class perform the full range of duties within the assigned division, and may be preceded by a moderate learning period. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Supervision Received Receives supervision from the assigned Court Operations Supervisor and higher level management staff. Receives functional and technical supervision from the assigned Lead Court Clerk where applicable. Essential Functions

Provides information in a professional and courteous manner to the general public, law enforcement, attorneys, government agencies, court staff and other City employees regarding court procedures and schedules, including basic information regarding other courts and available court programs. Researches and resolves customer issues, and/or directs to another staff member or department that can provide assistance. Assists less experienced staff to respond to the more difficult inquiries.
Responds to inquiries in a courteous, respectful, and professional manner; explains procedures and provides information within the area of assignment; resolves complaints in an efficient and timely manner.
Maintains strict confidentiality regarding cases, credit bureau reports, and criminal justice information received from law enforcement databases.
Creates, amends or deletes entries in a variety of logs, databases, and systems. Handles more complex data entry as experience is gained.
Coordinates the scheduling of court cases, hearings, proceedings, evaluations, and motions. Maintains court calendars and case records. Monitors and tracks pending court cases. Notifies appropriate parties of scheduling changes, and bonding companies for exonerations.
Accepts complaints for filing. Assembles and maintains various types of files. Pulls files for future court appearance dates. Reviews paperwork for accuracy. Close cases and purge files as needed. Explains procedures to less experienced staff.
Provides technical support for various court and defendant programs. Assists in verifying defendant program eligibility. Provides information on program services and available alternatives. Coordinates various program activities, such as scheduling work assignments or classes. Monitors defendant program compliance. Provides reports for court hearings or judge’s review.
Processes, files, and maintains a variety of legal documentation, including traffic and criminal citations, pleas, summonses, subpoenas, appeals, warrants, motions, bonds, seal orders, defendant correspondence, and request forms. Researches and verifies documents to ensure accuracy. Certifies documents as needed. Provides additional support to high volume courtrooms.
Performs a variety of routine cashier duties including overseeing all monetary transactions, reconciliations, accepting fees, fines, bail, and other monies paid to the court; determine amount of fines; collect fines; set court dates over the counter, by telephone and through mail. Accurately balances daily cash receipts and prepares bank deposits.
Review financial assessment to determine defendants’ ability to pay fines, fees and assessments; negotiations installment plans based on Court policy; refers defendants to the work program when appropriate.
Compiles daily, weekly, and monthly statistics and reports for management.
Trains less experienced staff in learning the policies and procedures, and operations of the Municipal Court.
Reviews a variety of forms, applications, and other documentation for compliance with appropriate policy, procedure, ordinance, or law. May present information to Supervisor and higher level management staff, or as directed.
Researches various computerized data systems for information including criminal and other records for court as requested.
Receives and initiates application processing for bonding and insurance companies; works with the State Insurance Division to confirm bonding company qualifying powers of attorney are filed annually and insures that appropriate licensing is valid and current; creates and maintains accurate bail deposit records; maintains bail bond agency information in the database; issues list of companies authorized to post bail or bonds with Municipal Court.
Identifies documents and associates them with the correct record series for indexing and filing purposes. Reviews archived records and purges in accordance with court/city/state implemented retention schedules. Preserves records associated with legal holds.
Recognizes and redacts personal or sensitive data when providing records to the public or other non-law enforcement parties.
Performs research as requested, compiles data for statistical reporting; prepares monthly bond forfeiture report.
Issues final notice to bonding and insurance companies prior to suspension or termination of posting privileges; prepares final court memo to suspend noncompliant bonding and insurance companies.
Prepares case folders and records for court and video court and file documents as required. Performs criminal justice database inquiries. Updates cases on paper and in the computer system.
Prepares and operates audio and video recording system for daily recording of court proceedings.
Participates in video court with judge by calling each case to order, conducting roll call, and providing the judge with information about each defendant. Follows appropriate procedures for persons called and not called at roll call, including electronically ordering bench warrants as directed by the Judge or Hearing Commissioner.
Provides courtroom assistance to judges, all attorneys, and other city staff appearing in court to ensure the seamless operation of court proceedings. Administer oaths and acknowledge legal documents.
Conducts status check for court sessions, verifying defendants are complying with judicial orders.
Updates and completes daily calendars according to case logs.
Prepares, maintains, and files a variety of case files and other legal documentation resulting from court proceedings, including warrants, motions, arraignment, citations, evidence logs, trial logs, waivers, and proceeding pages for judge for arraignment session. Issue judgments, transcripts, and executions.

Monitors sessions by recording the negotiations between defendants, their attorneys and the City Attorney’s office.

Prepares and updates probable cause cases by retrieving records from various divisions of the court.

Processes criminal complaints, denials, dismissals, and amended charge documents.

Photocopy documents, process incoming and outgoing mail.

Performs general clerical duties to support court operations, including sorting and distributing mail, maintaining office supplies, preparing, copying, and scanning documents.

Swears in jury members, interpreters, witnesses, defendants; organizes jury and witness lists; maintains jury seating chart and various forms; and provides jury instructions.

Marginal Functions

May be required to perform notary functions.
Performs related duties and responsibilities as required.
May participate in the development and drafting of unit procedures.

MINIMUM REQUIREMENTS

Experience and Training Requirements

Retirement

Benefit eligible employees participate in the Public Employees’ Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after) for each year of service, applied to the employee’s highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the City’s salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.

Deferred Compensation

The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.

Medical, Dental and Vision Insurance

Employees are covered the first of the month following date of employment. Five medical plans, two dental and two vision plans are available. City pays 100% of employee premium + 50% of dependent premium.

Life and AD&D Insurance

City provides $20,000 policies at no cost.
Additional voluntary life insurance and AD&D insurance available for purchase.

Disability Insurance

City provides a long term disability policy:

LTD: Employees who normally work at least 30 hours/week are eligible. Benefits begin after 90 days of disability. Payment is up to 60% of earnings, up to $11,000/month, and may not be supplemented with sick or vacation.
