HOURS OF WORK: 4/10’s, 7:00 a.m. – 6:00 p.m., M-Th The ideal candidate for this position would have three to five plus years of purchasing and contracting experience, preferably in a public sector or utility setting; possess knowledge of NRS 332 and/or 338; demonstrate experience leading solicitations (RFPs, SOQs, or ITBs) for services and products; be familiar with COUPA; and exhibit excellent communication, people, and negotiation skills. INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The candidate hired will be required to pass a drug screening, background check, and may be required to pass a job-related physical evaluation. GENERAL PURPOSE Under general supervision, independently performs complex purchasing responsibilities for a variety of materials, supplies, services and equipment in accordance with District standards and policies and all applicable legal requirements; and performs related duties as assigned. DESIRED MINIMUM QUALIFICATIONS Knowledge of: Principles, practices, methods and techniques of public agency purchasing, including specification development and competitive bidding procedures; applicable District and state laws, regulations, policies and procedures governing District purchasing activities; sources and types of equipment, products, commodities and services used by a water treatment, transmission and distribution utility; uses and operations of automated purchasing and inventory control systems; record keeping practices and procedures related to a purchasing function; principles and practices of sound business communication. Ability to: Operate a computer and word processing, spreadsheet and other standard software; define issues; analyze information and problems, evaluate alternatives and develop sound conclusions and recommendations; present proposals and recommended courses of action clearly and logically; organize, set priorities and exercise sound independent judgment within areas of responsibility; understand, interpret, explain and apply District and state law and regulation governing purchasing procedures; communicate clearly and effectively orally and in writing; negotiate effectively on behalf of the District with vendors, suppliers and contractors; prepare clear, accurate and concise specifications, agreements, contracts, records and reports; use tact, discretion and diplomacy in dealing with concerned customers, contractors and vendors; establish and maintain highly effective working relationships with District managers, staff, suppliers, vendors and others encountered in the course of work. Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a college or university with major coursework in business administration, public administration, finance, operations management or a related field; and four years of increasing responsible professional experience in purchasing a variety of supplies, materials, services and equipment; or an equivalent combination of training and experience. Experience in a government or public water utility setting is highly desirable. Licenses; Certificates; Special Requirements: A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy. Certification as a Certified Purchasing Manager or Certified Public Purchasing Officer is desired but not required.
