Job Description : Job Summary:
MAJOR RESPONSIBILITIES / DUTIES / TASKS

Position will support both Pueblo, CO and Richmond, KY locations so some travel will be required.
Perform all work safely and with the utmost concern for the safety of self and other employees.
Perform all work in compliance with environmental permits and regulations.
Be at work when scheduled and maintain a good attendance record.
Budget responsibility for estimated annual budget (including salaries) for which the position has responsibility.
Monitor project performance to ensure compliance to applicable codes and regulations and terms and conditions of contract.
Identify potential problem areas as early as possible.
Manage and coordinate preparation of proper forms, documents and formats in relation to contract planning formation and negotiation; the administration, issuance, evaluation and documentation of contract activities, and the preparation, direction and monitoring of contracting policies and procedures.
Responsible for efficient operation and performance of department.
Work on unusually complex problems, providing solutions requiring sophisticated and advanced techniques and procedures.
Review work as to effectiveness in meeting objectives.
Directs all aspects of the organizations contracts functions in support of plant operations for 24 hour chemical demilitarization operation.
Plan, manage and coordinate activities to ensure objectives specified for project are accomplished in accordance with prescribed priorities, tile limitation and funding conditions.
Budget responsibility for estimated annual budget (including salaries) for which the position has responsibility.
Monitor project performance to ensure compliance to applicable FAR, DFAR, DOD codes and regulations, terms, and conditions of contract.
Identify potential risk areas.
Manage and coordinate preparation of proper forms, documents and formats in relation to contract planning formation and negotiation; the administration, issuance, evaluation and documentation of contract activities, and the preparation, direction, and monitoring of contracting policies and procedures.

responsible for managing the administration of the project contract and subcontract services.
Serving as a senior contracting official and advising key personnel and staff on contract matters, including guidance on the FAR, DFAR, and other regulations.
Manage the Key Personnel Clause in unison with Human Resources.
Arbitrating claims or complaints that occur in the performance of the contract and subcontract performance.
Maintain liaison with individuals and units within or outside the organization to ensure adequate communication and adherence to legal requirements.
Oversee preparation and negotiations for contract modifications to the contract.
Provide management oversight for the acquisition of services for the project.
Developing, implementing, maintaining and ensuring compliance with internal policies and procedures.
Serve as the focal point of coordination in all internal and external procurement audits and reviews.
Inform personnel of company policies and procedures as they relate to acquisition of service subcontracts and the project contract.
Provide technical expertise regarding specific procurement issues and problems and providing analysis and planning relative to new and/or revised Corporate or regulatory changes and good business practices.
Manage interfaces with Corporate and Government personnel relative to procurement audits and reviews.
Present Lessons Learned as they relate to Procurement and Contracts.
Review and provide comments to documents produced by other organizations for impacts and interfaces with Procurement/Contract Administration.
Provide higher-level review of acquisition consent packages that require client review/approval.
Develop and maintain Small Business Plan.
Prepare quarterly reports for Small Business reporting.
Emphasize adherence to, and success in, schedule goals, budget maintenance, performance standards.

SUPERVISORY RESPONSIBILITIES

Assign, supervise and direct work activities of assigned personnel.

Responsible for performance evaluations of assigned personnel.

Responsible for training and development of assigned personnel.

Counsel assigned personnel on company policies, procedures, performance and personnel issues.

Initiate and justify personnel actions and recommend salary adjustments.

Compensation & Benefits
HIRING SALARY RANGE: $139,170.30 – $183,003.81 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)

This position includes participation in the PCAPP Employee Retention Incentive Benefit Plan, which provides a financial incentive encouraging personnel to remain employed by Amentum at the PCAPP project through a specified timeframe provided qualifiers are met.

Minimum Requirements:
Basic Qualifications:

Bachelor degree in engineering, business, law or related field and 10 years of experience in contract administration or 15 years experience in management, business administration, law, scheduling, cost, materials and/or procurement,

Or, Associate degree in engineering, business, law or related field and 14 years of experience in contract administration or 19 years experience in management, business administration, law, scheduling, cost, materials and/or procurement.

Or, High school diploma/equivalent and 18 years of experience in contract administration or 23 years experience in management, business administration, law, scheduling, cost, materials and/or procurement.

Must be a US Citizen or naturalized citizen able to obtain and maintain PCAPP site access.
Must be computer literate in common software applications and able to operate general office equipment.
Must be 18 years of age or older.
Must be willing to work overtime, varying hours and/or rotating shifts.
Must be willing and able to work in an industrial environment that is in close proximity to and/or in a chemical demilitarization facility.

Minimum Qualifications:

Must be able to deal with multiple tasks and assignments
Have thorough understanding of contracts, business needs and legal aspects of the contracts process
Ability to negotiate prime contracts for company
Self-supervisory acting virtually independent
