Job Description : Description

Performs a variety of specialized processing, clerical, and customer service functions for the Treasurer’s Office. Performs technical document work in preparing and processing Treasurer’s deeds. Work involves analyzing title searches for properties that are subject to deed due to non-payment of taxes.

Examples of Duties

Essential Job Functions

Performs customer service functions such as receiving and processing deed applications and fees and answering and researching taxpayer questions.
Calculates taxes including fees, interest and other related charges to taxpayer.
Prepares legal deeds to convey property records to determine those in jeopardy of losing their property and notifying them so a clear deed can be legally conveyed.
Performs routine research of names, addresses and ownership within public records to respond to public inquiries.
Performs clerical and customer service duties for annual Tax Lien Sale; maintains files, certificates, correspondence and other related information; assists public with documentation and information.
Prepares and processes certificates of tax due.
Sets up and maintains files and prepares worksheets pertaining to applications for deeds.
Tracks expenses incurred by lien holder applying for deed.
Prepares legal notices for advertising, posting and certified mailing.
Prepares certified mail.
Researches property records to establish a chain of title.
Attempts to locate assessed property owners and other parties with a recorded interest that a loss of property is pending.
Researches and reviews property records to establish oil, gas and mineral claims to create a chair of title back to original patent by research.
Orders and pays for title searches.
Prepares and processes delinquent tax notices and related letters; processes and tracks payments; responds and researches questions and inquires from interested parties.
Issues refunds to lien holders once the deed has issues or property is redeemed.
Assists other Treasurer staff within assigned area by performing back up duties.
Processes other types of Treasurer’ transactions including redemptions, mass payments and account balancing.
Performs other duties as appropriate or necessary for performance of the job.

Attends meetings, classes and trainings as required or requested by supervisor.
Encouraged to recommend changes to improve procedures that would result in efficiencies, cost savings and safety.
Communicates actively, clearly and regularly with supervisor and co-workers on all work-related topics.
Understands, observes and complies with all Governmental, Pueblo County and Departmental policies, procedures and protocols when performing job duties.

Establishes and maintains effective working relationships with Pueblo County employees from same or different departments/offices, entities and customers.

Effectively deals with stressful situations.
Easily adapts to sudden and unexpected changes in work assignments.

Typical Qualifications

Knowledge, Skills and Abilities

Full Proficiency:

Knowledge of property records and title abstracts.
Ability to perform detailed property searches.
Routine software and business applications including, but not limited to word processing, spreadsheets and databases.
Computer skills including proficiency with Microsoft Office Software to include Excel, Word and Outlook.

Expert Proficiency:

Ability to operate standard office equipment, including typewriters, computers, computer software, calculators, printers, copiers, scanners and facsimile machines.
Modern office practices and procedures.
Ability to gather and assess the relevance of information contained in title searches.
Provides professional customer service to clients and public.

Requirements

Education:

High School Diploma or GED equivalency required.

Successful completion of courses in basic bookkeeping preferred.

Experience:

Minimum of three years of progressively responsible related office experience required.

Experience performing deed research preferred.

Licenses and/or Certificates:

None.

Special Requirements:

Must successfully pass background check.
