Job Description : QUALIFICATIONS
REQUIRED:
Bachelor’s degree in human resources, business, accounting or related field. (Extensive payroll experience may be considered in lieu of a degree).
Two years of proven work experience in the human resources field.
At least two years of computer payroll preparation and reconciliation experience.
Must maintain confidentiality with employee, payroll and benefit information.
Thorough knowledge of employment-related laws and regulations.
Thorough knowledge of payroll laws, standards and regulations.
Proficient with Microsoft Office Suite or related software.
Demonstrated working experience in HRIS and/or payroll system.
Must have experience and demonstrate ability in records management.
Efficiently use a 10-key and to type 40 words per minute with minimal errors.
Excellent time management skills with the proven ability to meet deadlines.
Must be flexible with schedule to accommodate bi-weekly payroll, monthly, and quarterly deadlines.
Excellent interpersonal, negotiation and conflict resolution skills.
Current Montana driver’s license.
PREFERRED:
Paycom experience
SHRM-CP or PHR certification
Basic understanding of benefit management.
Working experience in the local correctional system or human services.

Alternatives, Inc. is a non-profit corporation based in Billings, Montana. Since opening in 1980, the organization has provided both residential and non-residential supervision and treatment programs for state and federal inmates in Yellowstone, Carbon, and Stillwater Counties. We promote public safety and challenge offenders to become responsible, productive citizens through firm, fair, consistent supervision, treatment, and education.

SALARY AND BENEFITS
The current starting salary for the position is $32.00 per hour, although consideration will be given the successful candidate’s experience and educational background.
Permanent full-time employees of Alternatives, Inc. are entitled to sick leave, vacation leave, individual health insurance, and retirement benefits. Alternatives, Inc. participates in the State Workers Compensation and Unemployment Insurance plans.
Permanent part-time employees are entitled to a pro-rata share of benefits based on the percentage of full-time hours worked (full-time = 40 hours per week).
Specific detail regarding benefits will be provided upon request at the time of interview or at the time of hire.
DUTIES AND RESPONSIBILITIES
General Overview:
The Human Resources Generalist – Payroll and Benefit is directly accountable to the Director of Human Resources of Alternatives, Inc.
The Human Resources Generalist – Payroll and Benefit maintains the Agency’s payroll records in compliance with all policies, procedures, laws, regulations and standards. This position will also serve as a staple in the human resources department, assisting the Director of HR and take responsibility for HRIS, policies and compliance, in addition to payroll related responsibilities.
General Requirements:
1. All employees of Alternatives, Inc. are responsible for reading and complying with standards and procedures in the following documents:
a. Employee Handbook
b. Standard Operating Procedures
Specific Duties:
Maintain and write job descriptions.
Register for and attend Job Fairs as appropriate.
Assist in Employee relations concerns and relationship building.
Coach, counsel, and guide managers before executing employee disciplinary actions.
Assist in the development and implementation of personnel policies and procedures.
Prepare and maintain the employee handbook to ensure compliance with state, federal, and agency requirements.
Maintain fair and equitable compensation program, to include salary surveys and review salaries as appropriate.
Maintain state and federal prevailing wage calculation records and ensure accurate payroll
Maintain company organization charts and the employee directory.
Five (5) year employee background checks.
Annual anniversary preparation for Managers.
Remain current and knowledgeable on current systems used by HR (HRIS, ATS, etc.).
Become subject matter expert on HRIS. To include User accounts and Company Maintenance.
HRIS Processing of Performance Discussion Forms (Disciplinary) and Personnel Action Forms (Status/Wage Updates).
File EEO-1 report annually; and maintain other records, reports, and logs to conform to EEO regulations.
Assist with Affirmative Action program and reporting.
Ensure ACA compliance and reporting.
Complete accurate employee verification requests.
Report, maintain, and monitor all workers’ compensation case files and follow-up on open cases. If the Worker’s Comp issue requires an ergonomics workstation review (ex. physical disability), contact State Fund’s Safety Management Consultant to set up a review appointment and follow through with any recommendations.
Ensure OSHA tracking and reporting is adhered to according to law.
Administer Family or Medical Leave and Leave of Absences for staff.
Administer applications for the Short Term/Long Term Disability.
Perform the technical work in the preparation of bi-weekly payroll and the maintenance of related accounts and records.
Prepare payroll checks and distribute to employees according to agency policy.
Ensure accuracy of bi-weekly reporting.
Process and maintain quarterly and annual payroll tax records and reports such, as W-2s and 1095’s.
Maintain filing of staff payroll, benefit, tax, and prevailing wage bi-weekly, quarterly and/or annually.
Benefit plan administration and maintain public relations with Account Managers and Benefit Carrier Representatives.
Process requests for bi-weekly and/or monthly benefit payments to Accounts Payable.
Inform supervisor or chain of command of significant developments related to payroll, benefit, or other issues coming to light in their duties.
Answer routine employee benefits questions and process routine benefits related documents such as enrollments, terminations, allowable changes, bill reconciliation, and retirement reports.
Assist and cross-train with all other HR Team members for coverage and/or responsibility sharing.
Attend meetings as assigned.
Other:
1. The PBS is responsible for informing their supervisor of significant developments related to Alternatives, Inc. Such issues are to be reported expediently, based on his/her assessment of the importance of the issue. Examples include:
Any resident/client involvement in the legal system or in violation of program rules and regulations.
Threats of legal action.
Public Relations problems.
Resident/client complaints.
Fraternization issues.
Medical incidents/accidents.
Repair requirements on van or facility.
Schedule changes, leave requests, reporting in sick and any unauthorized departures from the office.
Any suspected or confirmed violation of agency rules by clients.
2. The HRG-PB is expected to report to his/her supervisor in an expedient fashion all areas of noncompliance with program procedures, along with suggested remedial plans or interventions.
3. The HRG-PB is expected to be flexible in assuming new duties and schedule changes. He/she is to be creative in establishing or modifying program operation procedures, and obtaining approval of the appropriate authority previous to implementation.
4. Assume all other duties as assigned.
