Description:
Provides strategic direction for and manages the operational support provided by the Information Systems Department to the City of Olive Branch.

MAJOR DUTIES AND RESPONSIBILITIES

Establish strategic direction of the department in supporting City operational requirements.

Conduct user requirements and business process analyses.
Conduct planning for program management of and installation of technology necessary to implement the IS and GIS strategic plan.
Prepare near-term, mid-term, and long-range plans for incremental implementation of the strategic plan.
Ensure technological operations and resources are cost-effective and consistent with the City operations and requirements.
Ensure optimum development, implementation, and maintenance of technological systems.
Monitor relevant cost-effective emerging technologies for potential application within systems supporting the City operations.
Project capital improvements necessary to maintain and improve technological support, consistent with the strategic plan and in collaboration with the supported City departments.

Ensure operational effectiveness of IS resources supporting City operations.

Establish an optimum balance of resources to increase efficiency and reduce costs.
Establish policies and procedures for responsive and effective technological support.
Establish processes for continual monitoring of the operational status of system support.
Establish processes to ensure for disaster preparedness and recovery, consistent with the City disaster recovery plan.
Establish and administer a configuration management program to provide for a disciplined change control process.

Perform management duties.

Make recommendations to the Mayor and Board of Alderman regarding hiring of, termination of, disciplinary actions for, and other appropriate personnel actions for department employees.
Prepare annual staff appraisals, and periodically counsel staff members on performance, attendance, and other related issues.
Ensure necessary staffing to meet operational commitments, including the approval of overtime as required.
Conduct financial management of resources, including the definition, execution, and amendment of the departmental budget.
Assist other departments in defining and costing technological improvements, as well as defining capital expenditures.
Represent the City and Department, as required.

Participate in professional development and training as required.

Establish forums for information exchange between the user, community, and the IS Department.
Assist in the definition and selection of technical training requirements for the user community in the use of existing and projected technological systems.
Attend training in new technologies, as required.

Perform other Duties as Directed

MINIMUM QUALIFICATIONS

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities that would typically be acquired through:

Bachelors Degree in Information Technology
Masters Degree desired
Fifteen years experience in this or related field is recommended
Valid driver’s license with an acceptable driver history (CDL a plus)

WORKING CONDITIONS

Work in office environment; sustained posture in a seated position for prolonged periods of time; some physical work, but is not limited to, lifting computers and computer components; no exposure to chemicals or hazardous material

Full-time, permanent position
Regularly scheduled hours year-round, periodically works overtime and at night
Always on call
95% of the work is indoors

Client/server network technology, specializing in Microsoft Windows based technologies.
Architecture of City infrastructure, network and systems.
General functions and operation of municipal government.
MUNIS City Information System.
Computer software, including word processing and spreadsheets
Standards and regulations concerning employee safety
Federal and state statutes concerning the work of the department
General office and filing practices and procedures
Mathematical skills, including addition, subtraction, division and multiplication
Proper grammar and proper use of English in speaking and writing
General functions and operations of municipal government

Skills and Abilities:

Exceptional analytical abilities and problem-solving skills
Accurate typing and data entry using a personal computer
Use various pieces of office equipment, including typewriters, photocopiers and facsimile machines, adding machines or calculators
Prioritize daily work flow
Work as a team member with other employees
Meet specified or required deadlines
Make decisions within specified time restraints
Communicate effectively with residents, elected officials, other City employees, etc., both oral and written
Work autonomously when necessary
Handle multiple tasks simultaneously with frequent interruptions

Follow departmental and City policies and procedures
