We are looking for a
Provider Scorecard Administrator to join the
Benefits and Services Management Division (BSM) of the
Office of Community Living (OCL)!

The BSM Division administers the state’s long term care programs such as nursing facility, hospital backup, and community long term care programs such as Home and Community Based Services (HCBS) waiver programs. The division provides oversight and monitoring for the state’s single entry point system for access to the state’s long term care programs. The Division plays an important role in the Department’s mission to improve access to cost-effective, quality long term care services and supports for Coloradoans.

The
Waiver Administration and Compliance Unit of the BSM Division is responsible for oversight of provider surveying, certification, and compliance for Colorado’s ten (10) Home and Community Based Services (HCBS) waiver programs.

This position was created by federal legislation through H.R. 1319,

This position can work fully remotely from anywhere in the State of Colorado.

**Please note – equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description of Job

WHAT YOU’LL BE DOING AS PROVIDER SCORECARD ADMINISTRATOR:

As staff authority, lead the design and implementation of the Provider Scorecards and Provider Oversight and Certification projects funded through ARPA,

Develop and monitor HCBS provider metrics and evidence-based best practices.

Identify at-risk providers for more intense follow up, analyzing information on certification outcomes and standards of quality of care and providing support for improvement.

Monitor CMS technical assistance documents, nationwide conference calls, and local calls in order to ensure compliance with requirements for quality metrics for HCBS Providers.

Standardize the HCBS provider surveys across various provider types within the Office of Community Living.

Implement the Consumer Assessment of Healthcare Providers and Systems (CAHPS) HCBS survey for Colorado, serving as staff authority and managing survey duties.

Oversee all technical assistance regarding the CAHPS HCBS survey, including, but not limited to assisting case managers, families, participants, and community members who are interested in the outcomes of the survey.
Create and present reports of relevant metrics for internal and external stakeholders.

MINIMUM QUALIFICATIONS:

Bachelor’s degree from an accredited institution in a field of study related to the work assignment, including but not limited to Business, Public Policy, Public Health, Quality Management, Health Care Administration, Population Health.

AND

Three years of professional experience in an occupational field related to the work assigned to the position. Including but not limited public administration, healthcare, quality assurance, business analyst, case management, quality improvement.

Definition of Professional Experience:
Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor’s or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT:

All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.

Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of vaccination.

Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the most recent State of Colorado’s Public Health Order and current guidance issued by the Colorado Department of Public Health & Environment.

This is a term-limited position with funding through
March 31, 2024. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.
