COLORADO PARKS AND WILDLIFE

The Southwest Region work unit is a major, geographical based organizational unit of the Colorado Division of Parks and Wildlife (CPW), essentially the Southwest quadrant of Colorado. The Southwest Region is responsible for administering and managing seven state parks, seventy-five state wildlife areas, the Statewide Game Damage Program, and all of the ancillary operations, programs, projects, and staff resources, fiscal resources and miscellaneous property resources relating to state parks and wildlife activities in the Southwest Region.

The CPW Game Damage Program is legislatively mandated to compensate, mitigate and prevent damages caused by big game for damages enumerated in Article 3, Title 33 C.R.S., assist livestock owners in preventing and resolving conflicts between gray wolves and livestock and to pay fair compensation for any losses of livestock caused by gray wolves, per 33-2-105.8 C.R.S. The Game Damage Program also ensures CPW meets legislative and regulatory compliance by supporting efforts of CPW Areas and Regions to reduce damages for which the state is liable.

Description of Job

This position functions as the statewide wolf conflict coordinator. Proposition 114, now codified as 33-2-105.8 C.R.S., directs CPW to take the steps necessary to begin reintroductions of gray wolves into Colorado by December 2023, to assist livestock owners in preventing and resolving wolf-livestock conflicts and to pay fair compensation for livestock losses caused by wolves. Recently, a pack of gray wolves has naturally migrated into Colorado and has already caused multiple livestock depredations. This position serves as CPW’s statewide staff authority on wolf-livestock conflicts and risk reduction techniques and coordinates with CPW staff, internal workgroups, non-governmental organizations (e.g. defenders of wildlife, working circle, CSU extension, etc.), livestock stakeholder groups and state and federal agencies, entities, and organizations to identify, coordinate, implement and evaluate a variety of risk reduction techniques to minimize wolf-livestock conflicts. The position will also be responsible for developing and implementing education and outreach including, but not limited to, demonstrations/training for CPW field staff, livestock owners and the public on risk reduction technique use, application, and maintenance and will continually monitor and evaluate risk reduction technique effectiveness at local, community and statewide levels. In coordination with Regional, Area and other CPW staff, this position establishes objectives, precedents, and consistency in risk reduction implementation and serves as the statewide authority on wolf-livestock interactions and conflicts and a point of contact for internal staff and external constituents/partners. Risk reduction techniques such as fladry fencing, livestock guard animals, scare devices, and carcass management. Specific duties include but are not limited to:

Demonstrates a working knowledge on the use and application of various risk reduction techniques and how those techniques are implemented on the ground by working directly with livestock owners in coordination with CPW staff as the subject matter expert on wolf-livestock conflicts.
Responds to, evaluates and take appropriate action on wolf-livestock depredations and interactions on a statewide basis, which requires overnight travel between CPW Regions and Areas.
Coordinates the delivery of risk reduction tools and materials in coordination with CPW staff.
Utilizes equipment and vehicles including but not limited to tire chains, winches, and operating ATVs, snowmobiles, and trailers in inclement weather conditions, and an ability to lift heavy items into and out of vehicles.
Communicates with CPW staff in response to risk reduction activities, education and outreach activities.
Develops and implements education and outreach trainings, seminars and demonstrations for CPW staff, livestock owners and the public on risk reduction technique use, application and maintenance;
Monitors and evaluates risk reduction technique effectiveness at local, community and statewide levels.
Participates in various meetings to secure funding, resources and support for implementing risk reduction techniques other than what is tangibly provided to livestock owners tied to funding from groups and coalitions used to pay for hiring range rider and carcass management community programs, researching and applying for grant funding opportunities (e.g. WLDGP) to bolster CPW’s risk reduction efforts, and communication with CPW staff in response to these efforts.
Responsible for purchasing and quality control of materials such as determining material specifications and amounts for yearly disbursement through CORE purchasing orders, master agreements, and CPW bid process.
Conducts annual inventory of wolf-livestock prevention materials.
Develops new forms or modify existing forms used statewide for risk reduction materials.
Ensures risk reduction materials are coded and purchased with funding sources other than wildlife cash funds.
Other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications At least a Bachelor’s Degree in wildlife ecology, wildlife biology, wildlife management, zoology, ecology or closely related field AND at least three years of professional* experience in wildlife ecology, wildlife biology, wildlife management, wildlife research or management with wolf specialization.

Professional* work involves exercising discretion, analytical skill, judgment, and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor’s or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Substitutions
Appropriate work experience that provided the same kind, amount, and level of knowledge acquired in the required education may be substituted on a year-for-year basis for the Bachelor’s Degree.

Preferred Qualifications

Current or former State experience relevant to this position.
Current or former Colorado Parks & Wildlife work or volunteer experience
Exceptional communication skills and an ability to communicate complex issues in a concise and comprehensive manner.
Previous experience identifying, coordinating, implementing and evaluating a variety of wolf-livestock risk reduction techniques/methods with livestock producers and landowners.
Experience in communication and coordination with multiple agencies and stakeholders.
Ability to collaborate, coordinate and advise internal colleagues within agencies or organizations.

Conditions of Employment
