The Department currently has an opening for one permanent full-time Legislative & Government Relations Analyst (Operations & Policy Analyst 4) within the Administration division of ODVA in Salem, Oregon. This is a management service position and will be part of the ODVA Executive Leadership team.
As a Legislative & Government Relations Analyst:
The successful candidate for the position will serve as a statewide legislative and policy advisor for ODVA, managing the agency’s legislative initiatives, and policymaking effort to support the Director, Deputy Director, Administrators, and Program Managers. This position is responsible to provide large-scale organizational improvements to the agency’s activities as well as fiscal, policy, and administrative advice to the agency’s stakeholders. This position will collaborate closely with key state and federal legislators, the Governor’s office, other state agencies, and the veteran community by representing ODVA and speaking on behalf of the Director. In addition, the Legislative & Government Relations Analyst will develop effective public policy to implement at the state, federal, and local levels while maintaining positive relations with providers, veteran groups, and government leadership.
The Legislative & Government Relations Analyst will produce opinions of major significance to the agency that often result in the basis for new administrative rules, legislation, regulations or programs; result upon implementation would significantly change major administrative aspects of programs, or substantially affect the quality and quantity of benefits and services provided to veterans. The work and decisions of the position are highly visible and of significant interest to the state legislature, multiple stakeholder groups or constituency, and the Governor.

MINIMUM QUALIFICATIONS:

A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
OR;

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

REQUESTED SKILLS:

Demonstrated knowledge of the executive, administrative, and legislative process.
Experience with policy analysis.
Legislative experience such as:
US Congressional staffer,
State Legislative professional,
Former Agency Legislative Coordinator,
Equivalent related experience
