Job Description : Summary
The City of Bend Police Department is actively recruiting for the position of Community Service Officer. Community Service Officers perform a wide range of duties in support of departmental operations in one or more of these areas: animal control, traffic control, minor traffic crash investigation, minor criminal investigation, parking enforcement, evidence collection and processing, reviewing and approving online reports, and assistance to patrol and records sections. Performs related work as required.

The Community Service Officer (CSO) position offers learning opportunities specific to Law Enforcement. This position gives you the capability of being cross-trained while performing various assignments. Your work will contribute to the department’s overall efficiency and safety of the community. This position requires knowledge of (or ability to learn) laws, ordinances, and community attributes pertaining to the job and the ability to deal courteously and effectively with the public and co-workers. Duties are performed both indoors and outdoors in all types of weather. CSO’s must be able to operate a truck in all weather conditions and must have the physical agility and strength to apprehend animals at large, including lifting when necessary.

This position is represented by the Bend Police Association and is FLSA non-exempt. This recruitment will be used to determine an eligibility list. The eligibility list will be used for no more than six (6) months. The eligibility list may be canceled at any time, at the discretion of the City.

Functions, Duties and Responsibilities
FUNCTIONS, DUTIES AND RESPONSIBILITIES:
Essential Functions Include:

Respond to citizen requests for information, assistance, or complaints concerning animals running at large, animal licensing, animal control, parking, locked keys in vehicles or buildings, abandoned vehicles;
Enforces related city codes and ordinances; issues citations as appropriate.
Investigate minor traffic accidents that do not involve personal injury, “cold” crimes, misdemeanors, theft of service complaints and civil infractions;
Prepare accurate records and reports to document incidents.
Testifies in court as needed, renders credible testimony.
May assist in the processing of applications for city licenses, including photographing, fingerprinting, and conducting background investigations using LEDS.
Perform animal apprehension, transport, rescue and control work.
Aid in investigations; collect and preserve evidence; maintain accurate and up-to-date records.
Review secondhand dealer transactions.
Maintain inventories and order supplies.
Perform related or other duties as directed.

Supervisory Responsibility
This position does not have supervisory responsibilities.

Education, Experience, Certifications and/or Licenses
The following are the minimum qualifications for this position.
Two years of academic study above the high school level or be a current Law Enforcement Reserve or have an honorable military discharge.
Positions in this classification are required to possess a valid driver’s license and the ability to meet the City’s driving standards.
Must be 21 years of age at the time of hire.

Coinsurance (Med-G) funding remaining at plan year end is forfeited and does not roll to the VEBA.
