Job Summary

The Executive Director of Utah Education Telehealth Network (UETN) serves as its Chief Executive Officer. The Executive Director is appointed by and reports to the UETN Board working under the strategic direction and policies established by the UETN Board. The Executive Director also reports and is responsible to the CIO of the University for administrative management, policy, payroll, legal, facilities, HR and other administrative support for UETN by the University of Utah. In this report the incumbent is responsible to follow the policies and procedures of the University of Utah. The Executive Director is primarily responsible to the UETN Board for UETN’s achievement of its mission, strategic planning goals, and its communications, financial, and administrative objectives in support of the evolving networking and related information technology needs of public and higher education in the state of Utah.

The Utah Education and Telehealth Network (UETN) serves Utah’s education and healthcare institutions throughout the state. Through the use of technology, UETN connects schools, higher education institutions, libraries, museums, community learning centers, clinics, hospitals, local health departments, and other education and healthcare related organizations. UETN is a consortium of education and healthcare partners consisting of the Utah State Board of Education, the Utah System of Higher Education, local school districts and charter schools, public colleges and universities, the Utah State Library System, and multiple healthcare organizations.

The Utah Legislature formally established UETN as the statewide content delivery system for education in 1989. Broadband fiber optic technology later replaced most of the original microwave network. UETN now connects all Utah school districts, schools, higher education institutions, and more than 75 healthcare providers. More recently, in developing optical networking capabilities for research use, UETN has partnered with the Utah Department of Transportation, the Utah Transit Authority, and commercial providers for access to public rights-of-way and optical fiber. Among its peer state education networks around the country, UETN is recognized as a national leader for:

a long history of service to both public and higher education sectors in Utah for more than two decades,

the integrated and operationally robust support of advanced networking and educational collaboration tools,
UETN’s broad portfolio of innovative support for educational content, outreach, and leading-edge research that is highly dependent on advanced networking capabilities, and
UETN’s service as the anchor tenant for advanced services in rural Utah communities through collaborative relationships with the commercial sector,
its long-standing track record of financial support from and performance-based accountability to the state of Utah.

UETN maintains robust, redundant connections to the commercial Internet and also maintains a 400-Gbps connections to the advanced Internet2 Network, operated by a non- profit consortium of U.S. research universities. UETN serves as the recognized Internet2 Network K-20 participant (SEGP) for the state of Utah and was recently selected as a pilot affiliate for the U.S. UCAN initiative. As part of a regional networking collaboration, UETN works closely with research universities and peer research and education networks in Idaho and Montana.

UETN is operated under the administrative policies and services of the University of Utah on behalf of the consortium of public and higher education entities in the state. However, UETN has separate line item funding in the annual state budget and separate governance through the UETN Board.

UETN’s main offices are located in the Eccles Broadcast Center at the University of Utah in Salt Lake City.

Responsibilities

In serving as the organization’s direct report to the
UETN
Board, the Executive Director will:

1. Execute all directives, decisions, and policies established by the UETN Board and administrative management of the University of Utah.

2. Work closely with the Governor’s Office and the Utah State Legislature to obtain and secure funding for UETN.

3. Work with the UETN Board and UETN staff to develop UETN’s strategy.

4. Lead UETN’s efforts to achieve the strategy approved by the board and provide progress reports to UETN Board at each meeting with the board.

5. Communicate effectively with the UETN Board, Public Education, Higher Education, Healthcare stakeholders, government and legislative officials, national peers and other network users regarding UETN’s strategy and progress regarding the strategy.

6. Represent UETN effectively in appropriate statewide, regional, and national organizations and collaborations related to educational technology and advanced networking

7. Present an annual budget for review and approval by the UETN Board that reflects the approved strategic plan as well as the best current estimates for available revenues and expenses.

8. Maintain UETN’s strategic plan and assure that UETN makes consistent and timely progress toward the plan. On an annual basis, the Executive Director will update the plan reflecting extensive involvement of UETN’s public and higher education stakeholders, input and recommendations from UETN staff, and active participation by the UETN Board, which must approve the final plan.

9. Works with national networking organizations in coordinating connectivity to state, regional, private, and international networks.

10. Serves at the General Manager of KUEN TV Channel 9.

In leading strategic communications activities, the Executive Director will:

1. Oversee the UETN public information staff to assure that the activities of UETN and its services, goals, and newsworthy activities and achievements are effectively communicated to UETN’s stakeholders, other governmental and educational partners, and the general public at large.

2. Establish and maintain strong and cooperative working relationships with public education, higher education, healthcare, library, state government, and other technology community groups and organizations.

3. Represent UETN and effectively communicate the mission, services, goals and objectives of UETN to public, higher education, and healthcare stakeholders, Utah state government leaders, other technology organizations, and the general public.

In providing budgetary and financial leadership, the Executive Director will:

1. Work with the Chief Financial Officer (CFO) of UETN to assure that sound financial practices, including reporting and compliance, are developed and followed.

2. Work with the CFO, the other UETN executive staff members, and the UETN Board to prepare an annual budget.

3. Ensure that UETN operates within the limits of its annual budget, and that University of Utah facilities, financial, HR and purchasing policies are followed.

4. Oversee the preparation of official correspondence, and with designated officers, execute all required legal documents.

5. Assure that UETN staff maintain official records and documents and ensure compliance with all applicable federal and state laws and regulations.

In providing administrative leadership to the
UETN
staff, the Executive Director will:

1. Lead a senior management team that works effectively and cooperatively together.

2. Assume responsibility for the recruitment, employment, regular performance review, and, when necessary, release of UETN personnel, subject to applicable University of Utah personnel policies.

3. Work to assess and to maintain the competitiveness of the overall compensation structure within UETN.

4. Encourage staff professional development and training, and assist UETN staff in relating their specialized work to the broader goals and objectives of UETN.

5. Maintain a current working knowledge of significant developments and trends in networking and educational technology.

6. Maintain a positive, collaborative organizational climate to attract, retain, and motivate a diverse staff of highly qualified, creative people.

7. Build an environment of equity, diversity and inclusion.

Minimum Qualifications

Bachelor’s degree in Business or Educational Administration, or related area, or equivalency; eight years of progressively more responsible management experience; and demonstrated leadership, human relations, budgets, finance, strategic technical understanding, and effective communications skills required. Five years experience in senior management.

Preferences

A knowledge of public and higher education administrative, academic online services and experience with state and legislative bodies preferred. A Masters or Ph.D. is preferred.
