Job Description : The Oregon Veterinary Diagnostic Laboratory in the Carlson College of Veterinary Medicine is seeking a Emergency Preparedness Coordinator. This is a full-time 1.00 FTE, 12-month, professional faculty position.

The Carlson College of Veterinary Medicine provides veterinary professional and graduate programs leading to DVM and MS degrees, and operates the Veterinary Teaching Hospital and Oregon Veterinary Diagnostic Laboratory. The College budget (from all sources) approximates $21 million annually, which supports educational programs, veterinary and medical diagnostic public services, and research programs with broad impacts related to animal and human health. The College employs approximately 200 faculty and staff and student employees.

The purpose of this position is to enhance the OVDL’s preparedness to respond to emergencies such as reportable or foreign animal disease outbreaks, while providing continuity of business for the state of Oregon and the general public including livestock producers. This position will assist the Director of the OVDL or their designee in overseeing the implementation of a federal grant to enhance existing disease response plans, upgrade existing response tools, and implement associated trainings.
Position Duties
50% Evaluation, enhancement, and implementation of a comprehensive emergency response plan:
Provide project coordination for a USDA National Animal Health Laboratory Network (NALN)-funded project. Project work will include coordination of technical work by program staff and, and development of project materials and non-technical documentation and other non-technical product development to ensure the successful completion of the project objectives:

Coordinate developing and conducting tabletop exercise based on Highly Pathogenic Avian Influenza (HPAI) with participation by the Oregon Veterinary Diagnostic Laboratory (OVDL) and Oregon Department of Agriculture (ODA) to determine gaps in current disease response plans.

Coordinate revision of the OVDL Animal Disease Response Plan to address gaps identified by the tabletop exercise and to apply to additional diseases/species not explicitly addressed.

Coordinate developing and conducting a tabletop exercise based on Foot and Mouth Disease (FMD) with OVDL, ODA, and industry representatives to evaluate response plan.

Conduct a partial functional exercise based on African Swine Fever (ASF) with ODA and industry involvement to demonstrate response procedures and evaluate regulatory and industry disease preparedness

Coordinate with ODA the development of a strategic communications plan to guide outreach efforts of program staff with livestock producers and industry representatives on disease preparedness, biosecurity, and disease reporting/response plans.

40% Develop resources and provide training required for the implementation of a comprehensive emergency response plan:
Provide project coordination for a USDA National Animal Health Laboratory Network (NALN)-funded project. Project work will include coordination of technical work by program staff and, and development of project materials and non-technical documentation and other non-technical product development to ensure the successful completion of the project objectives:

Work with OVDL director, designee(s) and technical staff to identify training needs and existing relevant training resources and diagnostic services template resources available from other states and compile to create a single reference.

Coordinate development of just-in-time (JIT) training resources for reviewing biosecurity plans, scaling up of testing capacity, and operational continuity review for use by OVDL personnel during an emergency plan activation.

Develop plans and implements training and organizational effectiveness programs for the OVDL, including planning, designing and implementing courses, workshops, seminars and individual sessions and consultations.

Provide technical expertise and consultation regarding training and organizational design, methods, and techniques.

Provide tools and reference materials for training of OVLD personnel to prepare for deployment and execution of emergency response plan.

10% Other Duties as Assigned:
Provide regular updates to OVDL director and their designee(s) on project status.

Assist OVDL director and their designee(s) in providing written project reports to USDA to ensure compliance with grant requirements.

Develop procedures to ensure efficient workflow, quality and safety standards.

Create, manage and maintain internal and external relationships by participating in task forces and professional organizations.

Develops relationships with internal (OVDL) and external (ODA) stakeholders and collaborators.
Minimum/Required Qualifications
Bachelor’s degree in Emergency Preparedness or related discipline such as Business or Organizational Development or field related to Project Management.Ability to communicate effectively with clients.A demonstrable commitment to promoting and enhancing diversity.Managerial experience for example experience in laboratory operations, equipment maintenance, or management of personnel, systems, and processes.This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per OSU Standard 576-055-0000 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.

Experience working as a lead or supervisor.Experience with emergency response.Experience with development of emergency preparedness plans.Experience with building and implementing trainings.Experience with inter-agency communication and coordination.Familiarity with basic quality management and safety guidelines.
Working Conditions / Work Schedule
Work will primarily occur in an office environment; hybrid office environment may be an option. Frequent use of a computer and other office technology will be required. Occasional work around laboratory facilities will be necessary in cooperation with OVDL staff to evaluate applicability of products developed.
Work on site (at OVDL) may involve limited exposure to live and deceased animals, tissue, fecal, blood, and/or other biological samples as well as infectious animals and noxious odors on occasion.
This position requires use of laboratory coats, closed toed shoes, and/or use of other personal protective equipment.
This position may require working outside of business hours, weekends, and/or on holidays.
This position may operate a university vehicle to approved off-site location(s).
This position requires a clear and unambiguous commitment to compliance of all National Collegiate Athletic Association (NCAA) regulations for Division I (FBS) universities. No
