The Arizona Department of Economic Security (DES) is looking for individuals that are committed to service, community, and teamwork. The Department of Economic Security, Division of Community Assistance and Development (DCAD) is seeking an experienced and highly motivated individual to join our team as a Financial Analyst 1 with the primary responsibility for all forecasting, analysis, federal reporting, and monitoring of assigned programs.

Job Duties:

This position is responsible for:

Act as single point of contact between the DCAD program, external/internal partners, and all assigned areas, providing guidance and customer support.
Attend formal and informal meetings to ensure proper knowledge of assigned programs and adequate communication with stake holders, as well as prepare appropriate materials for those meetings.
Research and analyze expenditure and revenue trends for the purpose of reporting fiscal position, preparing external and internal reports, and preparing forecasts.
Work with Financial Services Administration to determine funding needs of programs.
Initiate transactions including transfers, journal vouchers, expenditure corrections and other like documents.
Working with accounting team, share documents with stakeholders and completed ad hoc analysis and requests in timely manner.
Identify, research, review, analyze, and establish possible impacts of proposed and pending federal and state legislation, policy changes, or funding modifications for assigned areas.
Develop and maintain fiscal summary information and resource information for assigned areas, including data such as case load statistics, historical funding patterns, and fund sources. Access to federal tax information.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

Governmental accounting and fiscal principles.
Budget and state legislative process.
Principles and practices of business administration, including organization theory and management, fiscal management, and budgetary control.
Statistical analysis and theory.
General office practices and procedures.

Skilled in:

Oral and written communication.
Initiating expenditure corrections.
Journal vouchers.
Cash receipts.
Analysis and interpretation of financial data.
Establishing and maintaining effective working relationships with leadership, division management and internal and external stakeholders.
Using a variety of computer software packages (e.g., Excel, Word, databases, Access, PowerPoint, Google Suite, etc.).

Ability to:

Write clear, concise, and accurate reports.
Perform difficult and complex analytic work.
Monitor appropriations, revenues, and expenditures.
Schedule and prioritize assignments. Set workflow priorities of assigned area.
Prepare and review federal reports for grants applicable to assigned programs.
Develop annual budget requests for assigned area.
Act as a single point of contact for assigned programs.
Serve on cross-team task groups as necessary.

Selective Preference(s):

Bachelor’s degree in Accounting, Finance, Economics or Business Administration with a specialization in accounting, finance or economics from an accredited college or university.

Pre-Employment Requirements:

Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
Travel may be required for State business. Employees who drive on State business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
A.R.S. 41-1969 Each employee or contractor of the department of economic security who has access to federal tax information shall have a valid, unrestricted Level One fingerprint clearance card issued pursuant to section A.R.S. 41-1758.07.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
