The City of San Clemente is seeking individuals to join our Code Compliance Team as part-time Park Rangers. Park Rangers perform a variety of tasks including; monitor park and facility activities, address policy enforcement issues, and enforce the City’s municipal code. Note: Part time hourly positions are filled as needed. Applications will be reviewed as they are received and qualifying candidates will be interviewed and considered for employment on a “first come-first served” basis. Candidates are encouraged to apply as soon as possible. SUPERVISION RECEIVED Receives immediate supervision from higher level supervisory staff. Receives lead direction from the Lead Park Ranger.

Essential Functions

Essential responsibilities and duties may include, but are not limited to, the following:

Essential Duties:

Monitor activities occurring at City parks and related facilities to ensure adherence to proper park usage.

Meet and greet park visitors.

Work with park visitors and the public to explain park policies and procedures.

Respond to and resolve concerns that arise from park visitors and address neighborhood concerns related to park usage.

Assist local enforcement personnel to address policy enforcement issues, as required.

Adhere to a regular schedule of visiting the City’s parks and ensuring the parks and related facilities and being properly maintained and used.

Provide basic park maintenance.

Assist with special events and programs as needed.

Keep records, logs, and reports of assigned activities.

Enforce the City’s municipal code and laws by writing citations to those in violation. These citations include, but are not limited to, pets, bicycles, smoking, etc.

Minimum Qualifications & The Ideal Candidate

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience
:

Experience explaining and applying rules, regulations, and policies is preferred, but not required.

Training
:
Equivalent to the completion of the twelfth grade.

License or Certificate
Possession of a current, valid California Class C driver’s license.
Possession of, or the ability to obtain, PC 832 within twelve (12) months of hire.

Knowledge of
:

Regulations, policies, and procedures governing park activities.
Customer service techniques.
Conflict resolution techniques.
English usage, spelling, grammar and punctuation.
The Spanish language (based on assignment).
Basic park maintenance functions.
Recreation activities and rules, policies, and procedures governing same.
Defensive driving practices and techniques.

Ability to
:

Respond to requests and inquiries from the general public.
Understand and follow oral and written instructions.
Establish and maintain effective working relationships with those contacted in the course of work.
Communicate clearly and concisely, both orally and in writing.
Communicate in Spanish, based on assignment.
Provide basic park maintenance.
Maintain accurate records.
Work independently in the absence of constant, direct supervision.
Effectively apply rules and regulations governing recreation activities.
Safely operate a City vehicle.

Special Language Requirement
Based on the position, an individual may need to demonstrate an ability to effectively communicate in Spanish.

WORKING CONDITIONS
Position primarily works in outdoor City parks and is subject to noise, heat, cold, and inclement weather conditions. An incumbent is required to work evenings, weekends, and holidays as required.

Incumbents are required to safely operate a City vehicle.

Physical Conditions:
Essential and marginal functions require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time.

Prior to employment, the prospective candidate must successfully complete a background review, medical examination, including drug screen, and be fingerprinted, all at City expense. If selected, written identification showing entitlement to legally work in the United States will be required.

Each part-time employee will be enrolled in a 457 PTS Deferred Compensation plan based upon 7.5% of gross pay with costs being shared equally by the employee and the City.

Hourly part-time employees are limited to working no more than 960 hours per fiscal year, and are provided hours as-needed by the Department.
