Our Public Works Department is now hiring for Utility Worker I/II!

This position can be hired at the entry (I) or journey level (II) and performs a variety of semiskilled and skilled streets or parks/landscape construction and maintenance work.

WORKING CONDITIONS:

Most work is performed outdoors. There is daily exposure to the elements and depending upon assignment there may be occasions where there is exposure to chemicals, vibrations, raw sewage, toxic gases, asbestos, high voltage, pesticides, natural gas lines, dead animals, variable weather and the hazards associated with working around traffic and with heavy equipment; subject to emergency callouts.

PHYSICAL DEMANDS:

Work involves considerable physical exertion, including heavy lifting up to 100 pounds, prolonged periods of standing, stooping, reaching, crawling, and climbing; manual dexterity is also required.

DISTINGUISHING CHARACTERISTICS:

Utility Worker I: This is the entry-level class in the utility worker series. Positions in this class normally work as part of a crew performing a variety of tasks in streets and landscape maintenance activities. Work is usually closely supervised and fits a pattern, which has been established and explained before work is started. Generally, changes in procedures or exceptions to rules are explained in detail as they arise. In this classification, employees are normally considered to be in a training status performing increasingly responsible work approaching the Utility Worker II level. Under this training concept, positions assigned to the Utility Worker II class, which become vacant, may be reasonably filled from the Utility Worker I level.

Utility Worker II: This classification represents the fully qualified journey level worker in the Utility Worker series. Incumbents are expected to handle most assignments after receiving direction as to end results. Work assignments are performed independent of close supervision; general, technical, or functional supervision is provided by higher-level utility classification. Positions in this classification are normally filled by advancement from the Utility Worker I class, or when filled from outside, requires prior experience in the construction and maintenance of streets or landscape. Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. Duties will involve the operation of equipment related to a specific assignment. Incumbents may provide onsite direction and instruction to lower level maintenance classes.

SUPERVISION RECEIVED AND EXERCISED:

Receives direction from the Senior Utility Worker classification, and supervision from the Public Works Supervisors/Managers.

Minimum Qualifications

EDUCATION AND EXPERIENCE Utility Worker I – Education equivalent to completion of the twelfth grade is required. Six (6) months experience in heavy manual work is required. Utility Worker II – Education equivalent to the completion of the twelfth grade is required. Two (2) years of experience comparable to a Utility Worker I with the City of Fairfield is required. REQUIRED LICENSES AND/OR CERTIFICATES:

Possession of, or ability to obtain a valid California Driver’s License and a satisfactory driving record are conditions of initial and continued employment.
If assigned to Street Division, possession of or ability to obtain a Class A Driver’s License within 12 months of appointment is required.
If assigned to Landscape Division, possession of or ability to obtain a Class B Driver’s License within 12 months of appointment is required.
Depending on job assignment, possession of or ability to obtain a California Pesticide Applicator’s Certificate may be required.

The Utility Worker I/II position is identified as a safety sensitive position and is subject to the Department of Transportation Drug Testing Regulations.

Examples of Duties

Duties include, but are not limited to, the following: STREET DIVISION Operate, clean and maintain construction equipment such as loaders, dump trucks, tractors, backhoes, rollers, tampers, compressors, water tanker, various street cleaning machines, power saws, trenching machine, welders, tarpot, shoring, and jackhammers for a variety of maintenance activities. Remove, replace, and spread asphalt in patching and repairing streets. Pour, place and finish concrete in the repair of sidewalks, curbs, gutters, and retainer walls. Set concrete forms and read grade stakes. Install storm drain pipes to grade. Clean ditches, creeks, storm drains, and gutters. Install/repair fences and end of street barricades. Operate, clean and maintain power/hand tools used on the job. Set up work area with safety signs, structures, and barricades. Assist in training less experienced personnel. Read and interpret plans and work details. Spray pesticides. Complete daily logs and reports. Perform related duties as assigned. LANDSCAPE DIVISION Weed, cultivate, plant, fertilize, and irrigate lawns and flower beds. Rake, sweep, and vacuum leaves and lawn clippings using power blower and hand tools. Clean and maintain public facilities in City park and recreation areas. Plant, prune, water and fertilize plants, flower, shrubs, hedges, lawns and trees. Mix and apply pesticides, fertilizers and other solutions according to written and oral instructions. Spray for diseases and insect controls. Resod and/or repair lawns. Mow, rake, sweep, vacuum, aerate and trim lawns. Trim hedges, bushes, shrubbery and trees with hand and power driven equipment. Install and/or repairs broken irrigation lines. Repair or rebuild sprinkler heads and/or valves. Repair irrigation mainlines. Install, troubleshoot and repair computer controller for Irrigation System. Perform minor repairs to fences, gates, doors, roofs, and other equipment. Perform minor electrical, plumbing, painting, masonry, and concrete repair work to park and recreation structures, including playground equipment. Operate mowers, brush chipper, tractors, rototiller, loader, dump truck, hand and power tools. Service/maintain tools and equipment. Perform related duties as assigned.

Knowledge & Abilities

Knowledge of: Methods, techniques, and tools used in the construction and maintenance of streets, storm drains, sidewalks, landscape and trees related to the area of work assigned. Occupational hazards and standard safety practices including OSHA regulations necessary in the area of work assigned. Operations of equipment commonly used in street, water/sewer and landscape/tree maintenance related to the area of work assigned. Traffic laws, OSHA regulations, ordinances, and rules involved in truck and heavy equipment operations. Operation of light to moderately heavy power driven equipment related to the area of assignment. The ability to: Perform semiskilled and skilled street, water/sewer and landscape/tree maintenance, construction and repair work depending upon the area of assignment. Operate a variety of construction equipment commonly used in street, water/sewer and landscape/tree maintenance activities with skill and safety. Use small hand tools and mechanical equipment depending upon the area of assignment. Perform heavy manual labor for extended periods occasionally under severe weather conditions and in and around traffic for long periods. Work independently without close supervision. Read plans, maps, and City standard specifications. Understand and follow oral and written directions. Establish and maintain effective working relationships with employees, supervisors, general public. Serve as crew lead worker as assigned.
