Summary
The Public Services Manager coordinates and oversees high quality programs, library outreach, physical and digital collections, technology initiatives, and related services both inside and outside the library. The Public Services Manager supervises the library’s Public Services Team, supporting a culture of knowledgeable and engaged employees working to their highest potential. As a member of the library’s Management Team, this individual helps set policy and strategic direction to meet community needs.
Essential Job Functions

1. Manages library public services, including but not limited to programming, outreach, collection development, reference, and readers’ advisory.
2. Leads and supervises the Public Services Team, currently made up of 4 FTEs: Cataloging Services Librarian, Adult Services Librarian, Teen Services Librarian, and Children’s Services Librarian.
3. Assists in setting short- and long-term strategic goals and establishes processes and procedures to ensure that library public services remain efficient and relevant.
4. Coordinates material cataloging and maintains electronic resources.
5. Oversees and provides library programming and outreach to people of all ages, including the annual Summer Reading Program.
6. Publicizes library programs and services using a variety of print and digital media, including the library’s website and social media accounts.
7. Trains or arranges for training of all library staff in reference, readers’ advisory, customer service, and other relevant areas of public service.
8. Engages in outreach to the community and fosters partnerships with affiliate groups to better serve community needs.
9. Facilitates community needs assessments as needed to support strategic goals.
10. Seeks out grants and funding opportunities to support library public services.
11. Serves as a member of the library’s Management Team, assisting in writing policies, preparing reports, setting strategic goals, managing projects, revising procedures, and budget planning.
12. Working with Operations Manager, oversees general library operations in the absence of the Director of Library Services.
13. Provides prompt, courteous, and direct assistance to all patrons on the library’s service desk. Such assistance includes but is not limited to circulation, simple reference, reader’s advisory, technical help, meeting room bookings, and referrals.
14. Works with library patrons with a wide variety of backgrounds, capacities, needs, and experiences.
15. Applies problem solving and conflict management techniques to establish and maintain cooperative working relationships with customers, coworkers, and community members
16. Attends and participates in professional conferences, trainings, associations, and committees; reads professional literature; stays current with emerging library technologies; attends and participates in library, consortium, and County meetings and committees.

Supervisory Responsibility
This position has supervisory responsibilities over 4 FTE librarian specialists.
Work Environment
This position works in a variety of locations and in a variety of roles in and outside the library. Individuals in this position routinely use standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines as well as library-specific equipment such as barcode scanners, book carts and bins, crates, and mobile devices. Software requirements include basic office applications, integrated library systems, desktop publishing software, Internet, social media, digital media, and a variety of electronic resources and mobile applications.
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
While performing the duties of this job, the employee is regularly required to talk, hear, and read. The employee is regularly required to sit, stand for extended periods usually not exceeding 3 hours, walk, lift, use hands, and reach. Ability to lift up to 40 pounds, push bins and carts up to 75 pounds, twist, and bend.
Position Type and Expected Hours of Work
This is a full-time position. Days and hours of work typically are Monday through Friday but also include evening and weekend shifts.
Travel
Regular travel within County is required. Occasional travel outside of County is expected.
Required Education and Experience
Master’s degree in Library or Information Science from an ALA-accredited institution, or Master’s degree in an affiliate field.
Three years’ experience in a library, preferably a public library, providing public services.
Three years’ experience working in customer service, preferably in a public library.
Demonstratable experience in supervision and management.
Any equivalent combination of education, experience, and training satisfying the above.
Additional Eligibility Requirements
Must hold or be willing and able to attain a valid driver’s license.
Ability to complete a thorough employment and/or criminal history check.
Final candidates will be required to provide official proof of college degree and certified transcripts.
