Job Description : The Research Office is seeking a Research Conflict of Interest Administrator. This is a full-time (1.0 FTE), professional faculty position.

The Office of Research Integrity (ORI), within the Research Office, supports OSU’s commitment to engaging in exceptional research by collaborating with faculty, staff, and students to facilitate ethical research and ensure regulatory compliance
The Research Conflict of Interest (RCOI) Administrator oversees all aspects of the research conflict of interest program. The Administrator provides programmatic oversight, leadership and advice in identifying and managing conflicts of interest that may influence the design, conduct or reporting of OSU research. The Administrator oversees the conflict of interest disclosure process; uses independent judgment to interpret and apply relevant federal regulations, state laws and institutional policy; reviews required disclosures; develops and implements policies, procedures, practices and training efforts; is responsible for the electronic research administration system as it pertains to RCOI activities; and supervises staff.
As ORI transitions to a new electronic research administration system and the program partners with offices within and beyond ORI to address broadening federal requirements, the person in this position will have an exciting opportunity to strengthen and mature the overall program.
This is a full-time (1.0 FTE), professional faculty position that reports to the Associate Vice President for Research Integrity (AVPRI).
Position Duties
50% – Research COI Program ManagementManages and oversees all aspects of the RCOI program.Develops strategic plans, sets and executes short and long-term programmatic goals.Develops and oversees systems and processes for ensuring compliance with RCOI requirements, including tracking and reviewing financial disclosures and training requirementsMatures and maintains an efficient and effective program that optimizes workflow and process, and is responsive to changing federal regulations or requirements.Serves as the primary point-of-contact for research-related conflicts of interest.Educates, supports and partners with researchers concerning their disclosures.Evaluates COI disclosures, assesses information against regulations and policy, makes COI decisions, and develops and follows escalation procedures to senior leaders.Drafts and oversees the development of management plans or other management instruments, and works with researchers and their leadership to implement themWorks as part of a research office team to transition to a new electronic research administration system, serving as COI compliance lead to implement a system that supports the RCOI program’s needs
15% – Coordination and Regulatory ComplianceCollaborates with partner offices to identify, assess and manage potential COI, researches potential conflicts of interests and gathers data and information to guide decision-making.Works closely with other university partners, including the Office of Audit, Risk, and Compliance, the Office of General Counsel, OSU Advantage, and Faculty Affairs to understand the range of outside interests that could arise for researchers and their attendant compliance risks, and determine how to address them appropriately.Recommends and leads the development of institutional and research office policies and procedures pertaining to research conflicts of interest.Remains abreast of and responsive to changing federal regulations and requirements, updating policies and processes as necessary.Analyzes data and prepares reports required for regulatory compliance, research office leadership, and university leadership.
15% – Staff ManagementDirects, coordinates and supervises the administrative functions of a COI coordinator, including planning/assigning work, prioritizing efforts, reviewing/approving work products, mentoring, supporting professional development, and conducting performance evaluations.Ongoing utilization of campus resources and training to strengthen supervisory and management competencies.
10% – Outreach, Training and CommunicationResponsible for regularly communicating and engaging with research office leadership and campus colleagues on topics related to research COI
Develops and oversees effective outreach and education efforts to support researchers’ and administrators’ awareness of financial research conflicts of interest and compliance requirements.Oversees the content and tracking of online RCOI training.Oversees the maintenance of electronic and web resources
5% — Records OversightOversees the collection, review and management of information to support COI determinations and the development of COI management plans or other actions.Oversees record management systems and processes related to disclosures, reviews, management, and training.Works with the program coordinator to prepare and send notifications, documents and reports related to compliance and the review and management of COI to supervisors, faculty, university and academic leaders, or others, as needed.
5% — Other Duties as Assigned by the Associate Vice President for Research Integrity
Minimum/Required Qualifications
Bachelor’s degree
Five (5) years of experience in administrative roles within higher education or other highly regulated environment
Collaborative problem-solver who eagerly approaches compliance as a partnership
Demonstrable commitment to promoting and enhancing diversity
Experience developing and/or delivering training, educational materials, and related resources
Experience leading or substantively participating in successful, strategic, programmatic, and/or organizational changes
Ability to understand, accurately interpret and apply federal regulations and policies
Ability to effectively manage challenging or contentious situations with diplomacy
Ability to use appropriate judgment with regard to issues that can be addressed at their level and those that require input from the AVPRI or others
Ability to appropriately manage competing priorities, while continuing to advance the program and associated operations in a high-volume environment
Effective communicator; able to clearly and collegially convey information to varied audiences, both verbally and in writing
Demonstrated proficiency in relevant computer applications or software similar enough to ensure a short learning period
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per OSU Standard 576-055-0000 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
Preferred (Special) Qualifications
Experience administering a COI program or other program primarily concerned with promoting ethics, integrity or compliance
Direct supervisory experience
Advanced degree or terminal professional degree
Experience with electronic research administration systems
Working Conditions / Work Schedule
The position works in a typical office environment on the OSU campus in Corvallis. A hybrid/remote work arrangement may be considered, with supervisor approval, for candidates in proximity to an OSU presence in Corvallis, Newport, Bend or Portland and willingness to periodically travel to the Corvallis campus.
