Departmental Analyst Trainee 9-P11:
This position serves as a Procurement Liaison within Parks and Recreation Division (PRD) and is responsible for administrative processes related to purchasing, procurement, and state contracts. Functions include for drafting, interpreting, and making recommendations for the modification of policies, procedures, and processes. This position is also responsible for providing guidance and training to division-wide staff in all aspects of purchasing and procurement. In addition, this position assists in the facilitation of PRD’s Procurement, Fuel, and Travel Card Programs.

Departmental Analyst 12:
This position serves as the Parks and Recreation Division (PRD) Procurement Liaison and is the recognized resource for administrative processes related to purchasing, procurement, and state contracts. Functions include developing, reviewing, updating, and implementing processes, policies, and procedures. This position is also responsible for providing guidance and training to division-wide staff in all aspects of purchasing and procurement. In addition, this position manages PRD’s Procurement, Fuel, and Travel Card Programs.

Required Education and Experience
Education for Departmental Analyst 9-12
Possession of a bachelor’s degree in any major.

Experience for Departmental Analyst 9-12

Departmental Analyst 9
No specific type or amount is required.

Departmental Analyst 10
One year of professional experience.

Departmental Analyst P11
Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.

Departmental Analyst 12
Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.

Education and Experience for Departmental Analyst (Departmental Trainee) 9 (FOR CLASSIFIED STATE EMPLOYEES ONLY)

Education
Educational level typically acquired through completion of high school.

Experience
Four years of experience as an advanced 9-level worker in an ECP Group One classification.

OR

Three years of experience as an E9, E10, or E11-level worker in an ECP Group One classification.

OR

Two years of experience as an experienced level worker in an ECP Group One technician or paraprofessional classification.

OR

Two years of experience as a first-line supervisor in an ECP Group Three classification.

OR

One year of experience as a second-line supervisor in an ECP Group Three classification.

Paraprofessional classifications are those requiring an associate’s degree or two years of college.

Educational Substitution
College credits may be substituted on a proportional basis (one year of college education may substitute for one quarter of the required experience) for up to one half of the required experience.

Leave Time

Full-time employees receive between 15 and 35 vacation days per year. Employees also receive 13 sick days per year and 8 hours of leave to participate in certain school functions or community activities. Employees may also qualify for up to 12 weeks of paid or unpaid leave for certain family or medical situations.

Holidays

State employees receive 12 or 13 scheduled paid holidays each year, including New Year’s Eve, New Year’s Day, Thanksgiving, Christmas Eve, Christmas Day, Memorial Day, and Veterans Day.

Insurance and Other Benefits

Eligible employees can choose from a variety of health insurance plans, including a PPO, HMOs, and a High Deductible Health Plan with HSA (effective January 1, 2021). Other coverage includes vision, dental, life, and long-term disability insurance, as well as tax-deferred Flexible Spending Accounts (FSAs) for health, prescription, dental and vision eligible expenses, dependent care expenses, and Qualified Transportation Fringe Benefits (QTFB). Employees also have the option to purchase additional life, accidental death, and long-term care insurance, auto/home insurance, identify theft protection, and legal services.

Paid Parental Leave

Provides eligible individuals up to 12 weeks of paid leave immediately following birth or adoption of a child.

Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount deducted from their paychecks.

Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match up to 3%. The Office of Retirement Services administers two different retirement plans for State of Michigan employees: Defined Benefit (DB) and Defined Contribution (DC). New hires can also receive up to a 2% employer match into a Personal Healthcare Fund and a lump-sum credit to a tax-deferred account if eligible.
