The Aging and People with Disabilities program (APD), Community Based Care Licensing Complaint Unit, part of the Oregon Department of Human Services (ODHS), is looking to hire one Licensing Complaint Specialist to join our dedicated and compassionate team .

ABOUT THE PROGRAM
The Community Based Care (CBC) Licensing Complaint Unit (LCU), within Safety, Oversight & Quality (SOQ), is staffed by Compliance Specialists who have been trained to conduct investigations of long-term care assisted living and residential care facilities based on information received from complaints and determine compliance with requirements.
Through these investigations, LCU reviews care and services provided to residents of long-term care facilities to ensure adequate and appropriate quality of care is being provided. LCU ensures providers of long-term care services comply with state requirements for licensure and state reimbursement. LCU, in cooperation with the Oregon Department of Human Services (ODHS) and AAA local offices, conducts complaint investigations of long-term care facilities. LCU findings, recommendations, and decisions directly impact the quality of care and quality of life for residents in Oregon’s residential care and assisted living facilities.
Through these job activities, LCU is instrumental in enhancing the independence, dignity, and quality of life for aging populations and persons with disabilities in Oregon.
WHAT YOU WILL BE DOING
You will join a team of dedicated individuals who are responsible for the licensing compliance of long-term care assisted living and residential care facilities. You will work independently and be responsible for ensuring your work is completed timely and efficiently.
You will:
Independently inspect, coordinate with, investigate, and monitor Community Based Care (CBC) facilities to ensure compliance with licensing requirements and investigate complaints that do not rise to the level of neglect or abuse.
Independently understand, evaluate, explain, and apply rules, regulations, guidelines, and policy to providers, staff, and partners related to Community Based Care facilities.
Independently utilize rules to evaluate findings and make determinations of compliance or to substantiate non-compliance.
Ensure provider compliance with Community Based Care rules, regulations, guidelines, and policies.
Identify provider deficiencies and work closely with the provider and the Office of Safety, Oversight and Quality (SOQ), (the sanctioning authority) to report non-compliance with the Community Based Care program, help determine course of action and plans of correction, if necessary, based on severity.
Identify trends within facilities that indicate systemic deficiencies that need to be remedied to ensure the safety, health, and independence of residents.
Coordinate with policy analysts, corrective action coordinators and CBC surveyors for the facilities regarding deficiencies.
Work with case managers, Adult Protective Services, SOQ, the Office of the Long-Term Care Ombudsman, and other individuals working to ensure the safety, health, and independence of all Oregonians (both private pay and Medicaid) living within Community Based Care facilities.
WORKING CONDITIONS
You will:
Work independently with responsibility for managing your own work and timelines.
Climb stairs, walk on uneven terrain, and transport files.
Travel regularly to providers including overnight travel.
Work intermittently on weekends or after-hours.
Need a valid license to drive.
You may have:
Contact with resistant, irrational, hostile, or angry individuals who may become assaultive verbally, physically, or with a weapon.
Contact with animals.
Exposure to situations where contagious diseases are present, including MRSA, COVID-19, staph, lice, etc.

THIS IS WHAT YOU NEED TO QUALIFY

Qualifications:
Four years of health care field experience specific to residential care facilities with responsibility for doing administrative research that included compiling and evaluating facts to recommend management action or deciding compliance with program guidelines and regulations. Two of the four years must be above the technical support level.
Note : College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
Special Qualifications :
Valid license to drive and satisfactory driving record.
You must meet current healthcare mandates and requirements.
Essential Attributes:
Extremely high-level of attention to detail.
Experience applying laws, rules, standards, and guidelines related to the determination of the level and quality of care for residents requiring long term direct care.
Experience interviewing people to gather information related to residential care licensing violations.
Knowledge of and experience with investigative practices, which includes experience interviewing reported victims and reported perpetrators and writing investigative reports.
Experience gathering data and writing reports or making presentations.
Professional level verbal and written communication skills are needed to tactfully communicate with a variety of individuals with varying backgrounds and life experience regarding complex decisions, rules, policies, procedures, and technical information. Some of these individuals may be unsatisfied with provided services.
Experience working with seniors and people with disabilities.
Self-starter, outstanding time management/organizational skills are needed to set own priorities including managing and completing own work, and to resolve issues independently.
