Job Description:
The Oregon Department of Agriculture, Food Safety & Animal Health Program, is looking to hire two Natural Resource Specialist 3’s (Food Safety Inspectors).
As a Natural Resource Specialist 3 (Food Safety Inspector) , you will plans and performs inspections in food establishments. Also, you will collect dairy, shellfish, and food samples including, but not limited to: fluid milk and dairy products, shellfish, meat products, and water. Package samples according to proper protocols and ships or delivers to the Agency laboratory.
The Natural Resource Specialist 3 (Food Safety Inspector) are Permanent full-time positions with multiple locations in the vicinity of Wilsonville , or Klamath Falls, Oregon and are represented by the Service Employees International Union (SEIU).
The goal of this recruitment is to fill the positions at a Natural Resources Specialist 3 level. However, we encourage candidates who meet the minimum qualifications for a Natural Resources Specialist 1 (Food Safety Trainee) to apply, as we may consider under filling these positions until the selected candidate meets the minimum qualifications for a Natural Resources Specialist 3. Underfill training will not exceed two years.
We, at Oregon Department of Agriculture ( ODA ), ensure healthy natural resources, environment, and economy for Oregonians now and in the future through inspection and certification, regulation, and promotion of agriculture and food. The vision of the Oregon Department of Agriculture is to remain able to serve the changing needs of Oregon’s diverse agricultural and food sectors to maintain and enhance a healthy natural resource base and strong economy in rural and urban communities across the state. The Food Safety and Animal Health Program Area (FSAH) exists to support the Department of Agriculture’s interrelated threefold mission: to provide consumer protection and food safety, to protect agricultural natural resources, and to provide agricultural market development. Specifically, FSAH has two principal purposes: 1) Food Safety-to assure Oregon citizens a safe, wholesome, properly labeled, and protected food supply. The Food Safety Program is responsible for administering ten separate statutes that regulate food, dairy, meat, and shellfish industries and their production and distribution. Staff inspect about 7,000 food establishments with over 12,000 licenses and sample food products throughout the state of Oregon. These establishments include bakeries, retail grocery stores, warehouses, food & dairy processing plants, beverage plants, dairy farms, meat operations, cannabis, eggs, pet food, shellfish growers & processors, and locker plants. 2) Animal Health programs include the Feed Program, which ensures the quality of all animal feeds marketed in Oregon through a rigorous testing program.
The Animal Health Laboratory is responsible for all diagnostic testing for animal diseases, which may affect the Oregon food supply. 3) The State Veterinarian for the State of Oregon is the chief livestock disease control official. The State Veterinarian provides leadership in addressing Oregon’s animal health concerns and fulfills the Program’s statutory disease control responsibilities. The Animal Health Program analyzes, develops, implements, and maintains services, which assure compliance with federal and state laws and regulations, and monitors the services provided to the various industry groups and citizens of Oregon. The State Veterinarian is also responsible for effective communication with the livestock industry, the consuming public, and the veterinary profession. Additionally, this position oversees emergency response during disasters involving animals of this state and oversees Animal Health Laboratory operations.
DUTIES & RESPONSIBILITIES
A food safety inspector will work in food facilities, including facilities that may be licensed by the Dairy and Shellfish Programs. Additionally, this position will inspect food establishments and their equipment for compliance with state and federal laws, investigate consumer complaints and food borne illnesses, ensure egg quality, apply Oregon drinking water standards, and food packaging labels for compliance with regulations to ensure a safe, wholesome, and properly labeled food supply. The types of activities include licensing, inspection, sampling, and education of food establishments to control and improve food safety and food handling practices. In this position you will traverse over wet floors, climb ladders, crawl under, over and around equipment and machinery. You will be required to safely and appropriately lift packages, equipment and materials weighing up to 50 pounds. You will be exposed to livestock, animal waste, loud noises, extreme temperatures and inclement conditions. You will be required to drive a state-owned vehicle for all work-related travel.

Natural Resource Specialist 3 level:
You must be licensed as an Environmental Health Specialist with the State of Oregon Environmental Health Registration Board. Requirements for admission to the Registered Environmental Sanitation Specialist examination and registration are:
Bachelor’s degree from a university or college with at least 45 quarter-hours of science background in environmental sanitation and two years of experience in environmental health working under the supervision of an environmental health specialist,
OR
A graduate degree in community health or public health and one year of experience in environmental health working under the supervision of an environmental health specialist,
OR
Reciprocity: Bachelor’s or graduate degree as noted above and affidavit of licensure demonstrating proof of current active registration with no current or pending disciplinary action. The registration must have been issued by a regulatory body of another state or a national association recognized by the board.
NOTE: To receive credit for Registered Environmental Sanitation License, a photocopy of the license is required to be attached.
Natural Resource Specialist 1 level (Food Safety Trainee):
You must be eligible to register and obtain registration as an Environmental Health Trainee with the State of Oregon’s Environmental Health Registration Board at time of hire. Please visit the Oregon Health Licensing website at https://www.oregon.gov/oha/PH/HLO/Pages/Board-Environmental-Health-Information.aspx to determine your eligibility to become registered as an Environmental Health Specialist Trainee. Requirements for admission to the examination and registration for Registered Sanitarian Trainee are:
Applicants who do not meet the work experience requirements but who meet the educational requirements may obtain a trainee license. Each combination of education and experience has a specific training period (as specified above).
A trainee may take the written examination before completion of the required work experience but must take the Oregon Laws and Rules examination before a trainee registration will be issued.
You must submit an approval letter from the Oregon Health Licensing office on or before your start date indicating that you meet the requirements to be registered as a trainee, and you must register as a trainee within one week of hire.
Additional Requirements
Natural Resource Specialist 3 (Food Safety Inspector) works primarily in the field, and is based in either a home office or a regional office. Nevertheless, a NRS3 is primarily responsible for planning individual work schedules, including travel and the amount and type of work performed on any given day. Many inspections must be performed within a defined period of time. A NRS3 is required to meet all deadlines established by State and Federal laws, by the Department, by the Program, and by individual managers and supervisors. Inspectors are also responsible for maintaining and operating an assigned state vehicle including all State-provided equipment. This position requires some overnight travel.
Special Requirements
Must be registered as an Environmental Health Specialist (REHS) or Environmental Health Specialist Trainee by the State Board of Registered Environmental Health Specialists, Health Licensing Division. Must be able to perform all duties in a self-directed work environment with minimal supervision. Must have a current Oregon driver’s license with an acceptable driving record.
