Position Details
Essential Duties and Functions
Prompt and regular attendance
Supervise the management of the financial affairs of the district.
Supervise the management of the food service, operations, and transportation departments.
Oversee the technology purchases and budget on a district-wide basis.
Assume responsibility for budget development and long-range financial planning, including recommendations for budget shortfalls, cash flow, and investments.
Establish and supervise a program of accounting adequate to record in detail all money and credit transactions.
Supervise all accounting operations.
Manage the district’s real estate and insurance programs, including participation on behalf of the district on various outside insurance pool committees.
Administer a budget control system for the district.
Draw down of federal and/or state funds for grants.
Act as an advisor to the superintendent on all questions relating to the business and financial affairs of the district, including membership estimates, fund balance outlook, Board Policy revisions and internal control procedures.
Assist in recruiting, hiring, training, supervising, and evaluating all business office personnel.
Arrange for the internal auditing of school accounts.
Interpret the financial concerns of the district to the community.
Supervise the purchasing and accounts payable system.
Assist the Operations Department in developing bid specifications for district purchases and participate in negotiating the procurement of the supply/equipment from the vendors.
Provide financial data and projections to the superintendent and the bargaining team for the collective bargaining process with labor groups.
Assist the Human Resources Department to implement the employee benefits program.
Supervise the payroll function and coordinate the expenditures within the budget framework.
Supervise building and program budget development and expenditures.
Serve as a key member of the Superintendent’s Executive Council and Administrative Team.
Maintain district property files and related transactions relative to such, including annual property appraisals, insurance calculations of buildings, and contents, deeds, sales & purchase agreements, and floor plans.
Cultivate and maintain good relationships with financial institutions and attorneys to sustain and promote the district’s image of high standards as a quality K-12 district.
Represent the District in business related organizations including MSBO, GVSBO, KSBO, KISD Special Education Finance Committee, Region I Business Managers, and the KISD Beverage Consortium.
Ensure accurate District billings are generated by the business office pursuant to cooperative agreements including transportation, tuition, and shared staffing.
Ensure mandatory state reporting is submitted.
Acquires and maintains a thorough knowledge of all laws, rules, regulations, and policies pertaining to the financial affairs of the District and interprets such information for the Board and administration.
Ensure investing and financial management of bond proceeds. Serve as an executive council member for the construction projects, attending all construction meetings and assisting with all financial matters including investing, fund management, and procurement.
Performs other relevant duties as assigned by the Superintendent.
