Job Description : The Montana Municipal Interlocal Authority (MMIA) is looking for a Communications Strategist to lead the development and implementation of our communication goals. Based in Helena Montana, MMIA is a Risk Retention Pool serving cities and towns in Montana. With a staff of approximately 30 employees, MMIA is a tight-knit group who provide Liability/Property coverage, Workers’ Compensation, Risk Management, and Employee Benefits to the cities and towns in Montana. The MMIA works closely with the Montana League of Cities and Towns (MLCT). The Communications Strategist will also provide assistance, guidance, and services to the MLCT through a service agreement between MMIA and MLCT. This provides a great opportunity to learn the functions and priorities of each organization and provide communication strategies for both.

This is a highly complex position with responsibility to develop and grow future communication strategies for both the MMIA and the MLCT. While not a comprehensive list of job duties, the following are examples of what this position will be responsible to perform:
Duties will include, but are not limited to:
Develops and oversees the communication plans for MMIA and MLCT to address long-term planning along with achieving short-term goals and objectives. This is achieved through collaboration with the MMIA CEO, MLCT Executive Director, and other staff ensuring all solutions are strategically sound, meet MMIA/MLCT organizational objectives, and follow all industry best practices.
Responsible for the planning and coordination to implement and enhance strategic member services.
Maintains thorough knowledge of current MMIA and MLCT programs, services, and advocacy work to promote member engagement and address individual member needs.
Works closely with internal staff and external experts and partners to ensure a comprehensive and coordinated communications and public relations strategy for all MMIA/MLCT programs, services, and advocacy work. Develops and updates the crisis communication procedure for MMIA and MLCT. Ensures quality control and evaluates effectiveness of communications and public relations for all MMIA/MLCT programs, services, and advocacy.
Stays abreast of public relations trends, best practices, and technologies and recommends to internal management how these might best be utilized to accomplish MMIA/MLCT’s organizational goals and objectives.
Develops, recommends, and oversees educational and outreach campaigns to inform members and the public about municipal government and municipal government issues.
Works with MMIA CEO and MLCT Executive Director to respond to media calls and drafts and disseminates press releases, organizes media events and outreach, and oversees outside media consultants. Ensures quality control in media coordination across and within the organizations. Increases awareness of and media coverage for MMIA/MLCT initiatives in various media outlets, including online and social media. Creates and maintains media lists and press materials for MMIA/MLCT programs, services, and advocacy work.
Proactively cultivates and promotes strong membership relationships and professional contacts. Analyzes the needs of members to improve membership engagement in MMIA/MLCT programs and trainings.
Manages communications and member campaigns involving legislative advocacy. Develops member outreach and training efforts to drive member engagement on MMIA/MLCT legislative priorities. Stays abreast of policy and finance issues impacting MMIA/MLCT members and prepares summaries, talking points, editorials, and other communication and advocacy materials as needed.
Competencies required for completing duties are typically acquired with the following minimum education and experience:
Bachelor’s Degree from an accredited four-year college or university with a major in marketing, communications, public relations, or directly related field AND four (4) years of progressive related experience preferred. A combination of education and related experience will be considered on a case-by-case basis.

Starting wage for this position will be between $62,220 to $69,540 depending on experience.
