Los Angeles County Office of Education (LACOE) is seeking individuals with a strong desire to support at-promise youths in foster care, along with a background in case management to apply for the Foster Youth Program Specialist position.

The Foster Youth Program Specialist will provide individualized case management services for K – 12 students in foster care. The incumbent will work collaboratively with caregivers, school site personnel, child welfare, and probation in planning and coordinating the delivery of services and resources in education, housing, medical and health, college and vocational training, legal assistance, and after-school and youth development.

The Foster Youth Program Specialist is a grant funded position, and the grant funding is expected to end on June 30, 2024.

Please note that incumbents in this role may be assigned a specific work schedule (e.g. 9:00am-6:00pm, 10:00am-7:00pm, 11:00am-8:00pm) to properly support students.

The Well Qualified Candidate Will Possess the Following

Knowledge:

Applicable federal and state laws, regulations, and guidelines related to foster youth programs
Youth serving agencies, community resources and opportunities available for foster youth such as Youth Serving
Human behavior and learning patterns
Job interviewing methods and techniques
Counseling methods and techniques
Vocational assessment tools and methods
Microsoft Office Word, Excel, and Outlook

Required Education and Experience

Education: A bachelor’s degree in social work, psychology, sociology, or other fields closely related to the job requirements of this classification from an institution of higher learning recognized by the Council for Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing

Experience: Two years of general case management experience working with at-promise students in providing support and resources in a variety of services such as education, college and vocational training, medical and health, and legal services.

Additional Requirements: Positions in this class may be required to work outside of regular working hours and may be assigned to various sites throughout Los Angeles County as needed by the job. A valid California driver’s license and availability of private transportation or ability to provide transportation between job sites is required.

Remote, work-from-home, or hybrid work days may be available. To ensure the health and safety of its staff, LACOE will require all employees to provide evidence of full vaccination against COVID-19.
